To be honest, it is very difficult to make Caesar deck work because of lack of Punk Hazard cards. I think we need 1 more set of Punk Hazard support, and Caesar could be good. If you ignore Caesar's effect, then it will be easy to make, however, then Caesar will be a pointless Leader if you are not planning to use the effect, because we also got red/blue Marco Leader who has a better effect than Caesar we could make use of, or even Vivi.

How it Works?
What I did for this build is mixed both Straw Hat and Punk Hazard stuff together considering the OP10 Straw Hats also have Punk Hazard type, so we can also target those Characters using Caesar's effect. The main aim for this build is to reduce your opponent's Characters power so we can remove those Characters with Caesar's effect. I have mainly kept it red base since the Punk Hazard on the blue side doesn't do much with Caesar.
I'm running Red Roc as a back up against high power Characters. Of course, you only need to reduce that Character to 4k power in order to KO them. However, there are some cards will be better removing those with Red Roc rather than using Caesar's effect alone, so we could remove 2 Characters in one go. There are other cards you can use like OP03 Fire Fist, but you may need to increase the number of Events to make sure you could use Fire Fist effect.
Lastly, I also made this deck focus on attaching rested DONs because Caesar needs at least 2 DONs to work, leaving you only very few DONs to play with. But if we running cards who can attach rested DONs, this will make our lives a lot easier, so we can use and play cards, whilst not having to worry about leaving untap DONs for Caesar's effect.
Attaching DONs
We do have a few options to choose from when it comes to attaching rested DONs. OP10 Monet works the best with Caesar because she is also a 2 drop Punk Hazard Character, so we can bounce Monet to hand when we use Caesar's effect, protecting Monet from being removed by effects. The effect is an activate main effect, you may rest this Character to attach up to 2 rested DONs to your Leader or 1 of your Characters. Then, reduce 1 of your opponent's Characters power by 1k this turn. So not only we can attach DONs, but we do have a power reducing effect, although it is not a lot.
I've decided to add ST21 Luffy, and I think it did make a difference by adding Luffy to the build from the ST21 starter deck. Luffy is a Rush Character with a when attacking effect. The effect is attach 1 rested DON to your Leader or 1 of your Characters. You will need 1 more DON if you want to trigger Caesar's effect, but you can also power up your attacks with Luffy.
OP07 Dragon is pretty much the same reason as Luffy, but Dragon is better, even though this is only 1 time use. The effect works on play, attach 2 rested DONs to your Leader or 1 of your Characters. This being 2 DONs instead of 1 means we can trigger Caesar's effect straight away on top of being a Rush Character, so we can attack with this card as soon as he hits the field.
Punk Hazard is a weird choice for me, you can run the Stage, or take it out. I am running the Stage card so we can attach rested DONs to Caesar if need to, or we can power up our attacks, so they can hit some deadly numbers. The effect is an activate main, you may rest this Stage, if your Leader is Caesar, attach 1 rested DON to your Leader or 1 of your Characters. If we combine this with ST21 Luffy, we can easily give 2 rested DONs to Caeser easily.
Power Reducers
The sad part is that the Punk Hazard power reducers aren't get so we need cards like Otama to do a better job. I guess this is because they don't want us to keep spamming Punk Hazard power reducers like it is nothing. OP01 Otama is still one of the best 1 drop for these kind of builds. The effect works on play, reduce 1 of your opponent's Characters power by 2k this turn. We only need to get the power down to 4k and we can target them, however, if the power is higher, then we need to combine with others.
Like Mocha for example, OP10 Mocha is a 3 cost Punk Hazard Character, so she can be one of the target for Caeser's effect. The effect works on play, reduce 1 of your opponent's Characters power by 1k this turn. Unfortunately, it's only 1k power, so we can target 5k beat stick, but any other power will be difficult without Otama. But I guess we could spam the effect again, especially when we don't have Monet.
Power
The power cards, 2 of them only gains power during your turn whilst the other on your opponent's turn. OP01 Sanji is just in the deck if you need the extra attack, otherwise the 2k counter will be handy. The effect is an activate main effect, you may add 1 card from your Life cards to your hand. This Character gains 2k power during this turn. Then attached 2 rested DONs to this Character, making Sanji a 7k beat stick in total.
OP10 Sanji is our main card as he has 2 effects. I know he is in Nami's body, but he is still a guy inside. The first effect works during your turn, this Character gains 3k power. 6k beat stick for a 3 drop is definitely not bad at all, plus we can attach DON to Sanji, to make that 6k power even deadlier. The second effect works on KO, draw 1 card. Since Sanji is only a 3k base during your opponent's turn, they might want to get rid of this card, which will give you the extra draw power needed.
Lastly, we've got OP10 Chopper who is a Blocker, but this is not any ordinary Blocker as we've got an effect that works during your opponent's turn. This Character gains 2k power, making Chopper a 6k Blocker, and also being a 2k counter card. Both OP10 Sanji and Chopper will be seen more use in a lot of red builds that have room for these cards.
Removals
There's not a lot of removals which is the downside of this build, as I mainly focus on using red cards, not giving enough room to run any blue cards for the build. I am only running 1 copy of OP06 Pudding simply because the effect is situational. The effect works on play, your opponent returns all cards in their hand to their deck and shuffles their deck. Then, your opponent draws 5 cards. Pudding will be useless if your opponent has low hand size as this will give your opponent the draw power they will need.
Red Roc is a Straw Hat card, meaning Nami will be able to search this card. Red Roc is mainly used against high power Characters, since we don't have many power reducers to go against high power Characters. The effect is place 1 Character to the bottom of the owner's deck. Yes, this will cost you 6 DONs, so you might not be able to play anything after, but at least, this can remove the threat your opponent has on the field. The trigger effect is place one 4 cost or less Character to the bottom of the owner's deck.
Punk Hazard Supports
There's not much Punk Hazard supports that can really stand out. We got Vergo who is a Punk Hazard searcher, and OP01 Monet who is a vanilla with a trigger effect, then we've got an Event Counter to use. OP10 Vergo works on play, look at the top 5 cards of your deck other than Vergo and add it to your hand. Then, place the rest at the bottom of your deck in any order.
Now for Igloo, you can just run Radical Beam since 2 DONs will cost you quite a bit in this build unlike Red/Green Smoker. The counter effect is your Leader or 1 of your Character gains 3k power this battle. Then, reduce your Leader or 1 of your opponent's Characters power by 2k this turn. The power reducing can stop 1 attack, or make your opponent use up DONs so they can make that card hit your cards. The trigger effect is your Leader or 1 of your Character gains 1k power this turn. Now this trigger effect is the exact same as Radical Beam which is why you could replace Igloo with Radical Beam if you don't like this card.
Straw Hat Supports
Now we've got the Straw Hat supports since most of these cards in the build are mainly Straw Hat cards, meaning we can trigger Nami's effect who is just a searcher. The effect works on play, look at the top 5 cards of your deck, reveal up to 1 SH card other than Nami and add it to your hand. Then, place the rest at the bottom of your deck in any order.
Bad Manners cost 0 to play, the counter effect is you may trash 1 card from your hand, 1 of your Leader or Characters gains 3k power this battle. The effect is very standard as all the colours will have this effect, it is only the trigger effect that is different. The trigger effect is reduce 1 of your opponent's Leader or Characters by 3k this turn.
Radical Beam will requires you to have 2 or less Life cards if you want to use the full effect, but this is not difficult to do. The counter effect is your Leader or 1 of your Characters gains 2k power this battle. Then, if you have 2 or less Life cards, that card gains another 2k power. So in total, we could get 4k power for that battle. The trigger effect is your Leader or 1 of your Characters gains 1k power this turn.
