God Usopp is here, or should I say Go D Usopp. Dressrosa arc is where he earns the nickname, and played a key role in Dressrosa. Anyway, I quite like this build, but I do prefer Rebecca, because some cards are tailored more toward Rebecca over Usopp, but Usopp can attack as a Leader, and this can make a huge difference. Usopp making all your Dressrosa Characters +1 cost makes it very useful against cost removals, as that +1 cost can make a huge difference, not to mention we have cards like OP04 Sabo who can prevent our Characters from being KO'd by effects.

How it Works?
I've tried to cramp as much cards as possible to this deck, it is all about playing with the numbers. We will have to play Corrida Coliseum as soon as possible, otherwise, we would be resting our Leader to use certain effects. Corrida Coliseum is a must have on the field, so our Characters will be able to attack your opponent's Characters when they are played, it is like Rush, but restricted. We do have removal, so we don't have to waste our attacks on attacking your opponent's Characters if we can go for the final push.
Now the difference between Usopp and Rebecca is that Rebecca is more of a self mill deck to trigger certain cards whilst Usopp focus more on draw power and trashing cards from our hand to build up the trash. We do have some self mill cards like Rebecca and Zoro, but it is not a lot compare to Rebecca build which I will be posting later.
Cost Reducers
I am not running a lot of cost reducers since there's not a lot of removals in this build. The cost reducers are mainly in the build to make those removals easier to target when it comes to the cost. OP02 Tsuru has a very simple effect, the effect works on play, reduce 1 of your opponent's Characters by 2 this turn. 2 is enough maybe, for you to remove certain Characters unless it is a high drop Character.
Toy Soldier is a Dressrosa Character meaning we can search this cost reducers with our searchers. Plus, we can also play Toy Soldier for free using OP10 Rebecca's effect, so it is definitely not bad at all run Toy Soldier in the build. The effect is you may trash this Character to reduce 1 of your opponent's Characters cost by 3 this turn.
Lastly, I am running Tempest Kick because Ice Age is getting banned in April and Tempest Kick can work well with this build. The effect is draw 1 card, then if you have 10 or more cards in trash, reduce 1 of your opponent's Characters cost by 3 this turn. Some of the Dressrosa cards have mill or discard a card from hand ability, easily filling up the trash unless you use Bounce Man Luffy's effect. The trigger effect is KO 1 of your opponent's 3 cost or less Characters. You might be able to trigger this effect, you might not, it really depends on what your opponent has in play.
Removals
Technically, we have 2 cards who can target the field, and that is not a lot since we can attack your opponent's Characters instead of using removals. OP10 Zoro is a 4 drop 6k base power Character, so if you can get Zoro on the field, then we can have a nice threat. The effect works on play, you may rest 1 Dressrosa Leader or Stage to KO 1 of your opponent's 4 cost or less Characters. Then, mill 2 cards. If you want to target higher cost Characters, then you will have to rely on cost reducers to do so.
OP06 Pudding for me is a card you can run or ignore as this build is very tight on cards. Although, I am running 1 copy just in case my opponent does have a way to gain a massive hand size, and it is better to play Pudding to reduce that hand size to make our attack easier to hit. The effect works on play, your opponent returns all cards in their hand to their deck and shuffles their deck. Then, your opponent draws 5 cards.
OP10 Kyros is a card I like very much in the build because he is a 7 drop, 9k beat stick. Our main beat stick of the deck since we don't have many high power Characters in the build. The effect works on play, return one 5 cost or less Character to the owner's hand. I guess the downside is returning to hand, but we can also choose our own Characters, especially if you want to trigger some of their on play effects again.
Attacking Characters
The one thing that will grind me is that these cards are from OP04, so they will be out of rotation next year where they start from OP05 set. So I guess we will have to make the chances of playing these cards as much as possible. Gyats has a very simple effect, on play, 1 of your Dressrosa Characters can attack active Characters during this turn. This is very important because of Corrida Colisuem who can give our Dressrosa Characters like pseudo rush ability.
OP04 Bounce man Luffy is optional for Usopp, he is better in Rebecca build because we can mill more cards, whilst in Usopp, the effect will be very difficult to use, especially when we also run Tempest Kick in the build, where we need the trash. Bounce man Luffy can also attack your opponent's active Characters, so you don't have to rely on Gyats. Then, we have an activate main effect where you may return 7 cards from your trash in any order to untap this Character. Then, this Character will not become active in your next Refresh Phase. You don't attack with Luffy the second time, otherwise he will stay rested on your next turn, you want this to stay active after the first attack. But if you going for the final push to win, then, you might as well make the full use of the attacks.
Corrida Coliseum is a Stage where we must have in our opening hand, otherwise when you use cards like Zoro, you will start resting your Leader reducing the number of attacks you can do. The effect is if your Leader is Dressrosa type, your Dressrosa Characters can attack Characters on the turn they are played. This combined with Gyats's effect means our Characters can attack straight away instead of waiting your opponents to have rested Characters.
Preventing Removal Effects
Ironically, both of these cards who have this kind of effects are Sabo Characters. Now I don't know if they have did this on purpose, but at least I know, when I play Sabo, I would have the prevention effect kicking in. OP10 Sabo has a continuous effect. The effect is if your Character with a base cost of 7 or less other than Sabo would be removed from the field by your opponent's effect, you may returned this card to the owner's hand instead. Luckily, the effect mention base cost, otherwise, combining with Usopp +1 Cost will be a nightmare, turning off some of your Characters protection.
OP04 Sabo is beginning to seen less usage, mainly because of our low level Characters, so getting OP10 Sabo would provide a better protection, especially when OP10 Sabo has a continuous effect over a one time effect like OP04 version. OP04 Sabo is a Blocker, so we can stop your opponent attacks at least which is a plus side to include this card in the deck. The effect works on play, none of your Characters can be KO'd by effects until the start of your next turn. Then, draw 2 cards and trash 2 cards from your hand. We can also set up the trash to set up effects like Bounce man Luffy or Tempest Kick.
Searchers
The one major different between Rebecca and Usopp is that Usopp gets 2 Character searchers whereas Rebecca can only use one, and an Event search. OP10 Leo only works if you have an Usopp Leader and nothing else which is a shame. The effect works on play, you may rest 1 of your Leader or Stage, if your Leader is Usopp, look at the top 5 cards of your deck, reveal up to 2 Dressrosa cards other than Leo, and add it to your hand. Then, place the rest at the bottom of your deck in any order and trash 1 card from your hand. Technically, you only +1 card in your hand like any standard searcher, but you do get 2 Dressrosa cards which is a huge plus, especially when this build need specific cards.
OP04 Rebecca is just the standard searcher for Dressrosa, well the effect is similar to Brannew for Navy builds. The effect works on play, look at top 3 cards of your deck, add 1 Dressrosa card other than Rebecca and add it to your hand. Trash the rest. Rebecca will be one of your cards who can build up the trash easily which will definitely help cards like Tempest Kick or Luffy.
Dressrosa Supports
Now the rest of the Dressrosa Characters are very simple, 2 of them doesn't even need Dressrosa cards to work, but can easily be searched out from deck with our searchers. OP04 Bartolomeo is just a Blocker with 2k counter. This is the only reason why I am running him in the build. OP10 Cavendish is another 4 drop 6k beat stick like Zoro, and the effect works when attacking, draw 2 cards and trash 1 card from your hand. This is just a nice draw power to increase our hand size if needed.
OP10 Rebecca works better in Usopp build rather than Rebecca, because Usopp can increase our Character's cost by 1 and this is very important for Rebecca's effect to work. However, we can still run OP10 Rebecca in Rebecca build and use part of the effect. The effect works on play, if there is a Character cost with 8 or more, draw 1 card. Then, reveal up to two 7 cost or less Dressrosa Characters other than Rebecca from your hand. Play 1 reveal card and the other rested if that Character has 4 cost or less. This is similar to Moria, but Moria works from trash whilst Rebecca works from hand, although, the effect is more restricted than Moria. I wouldn't mind having a Character rested as long as I can trigger their effects and we don't have a Dressrosa Character who cost more than 7, so this shouldn't have any problems to play any Dressrosa Characters from hand.
