Like most Leaders, Reiju doesn't have a huge upgrade from OP08 set as we basically using 1 card from OP08 set. For people who wants to continue playing Reiju build, it won't be an expensive upgrade if you've already got the cards for this build. However, if you are new player, then most of the cards you need are from OP06 and above, we rarely need any cards below those set which is the great thing about this build.

How it Works?
Personally, this build is focus heavy on the purple side of things with a splash of blue. Maybe in future, they would release Germa 66 for the blue side of things. The style of the deck hasn't changed since OP06 set. The deck focus on setting up their transformation in your trash. All of them will have counters except Judge, so we can just use those cards during the counter step. The room is very tight to fit all the cards I want in the build, especially the Foxy Engine, I guess you could remove Maria and use Gina instead, but Maria will be very useful in this build who focus on returning DONs back to deck.
Germa 66
Lets start with the main cards of the build who let us play Characters for free. Well, it is kinda free but you will need to return 1 DON to trigger their effects. Ichiji's effect is an activate main, by returning 1 DON and trashing this Character. If your Leader is Germa 66 type, play up to one 7 cost Ichiji from your trash or hand. Niji and Reiju will have the exact same effect as Ichiji, except Niji can play 5 cost Niji whilst Reiju will play 4 cost Reiju.
Judge is more of a tech card, because we are returning DONs back to deck, so this might be difficult to play Judge for 8 cost unless we managed to get Maria on the field. Judge have 2 effects, the first effect works on play, by returning 1 DON, you may trash 2 cards from your hand to play up to 4 Germa 66 Characters with different card names and 4k power or less from your trash. I am only running 3 as I am not running Yonji in the build, and those 3 cards can transform into their main beat sticks. The second effect is an activate main, by returning 1 DON, rest 1 of your opponent's DONs. This would help to stop some Event Counters from your opponent's hand.
Transformations
Just like any super heroes, they have transformations and wear capes. The only thing I don't get is Sanji, he clearly in his transformation suit, but he is not Vinsmoke or Germa for that card. Ichiji works on play, if the number of DONs is equal or less than your opponents, reduce 1 of your opponent's Characters power by 2k this turn and this Character gains Rush. The power reduction along with the Rush ability will be very handy as we could take out high power Characters with Ichiji.
Whilst Niji gives you some options to what effect you want to use against your opponent's Characters. The effect works on play, if the number of DONs is equal or less than your opponents, choose one of the following, KO 1 of your opponent's 2 cost or less Characters or return 1 of your opponent's 4 cost or less Characters to the owner's hand. I guess on the bright side, we could return your opponent's Blockers, but on the downside is that they will have an extra counter in hand.
Reiju is our major draw power of the deck, we do have plenty of draw power, but at the same time, we can also burn up our hand very quickly, because of discarding or using the counters to set up the trash. The effect works on play, if the number of DONs is equal or less than your opponents and you have 5 or less cards in hand, draw 2 cards.
Vinsmoke/Germa 66 Supports
Now we have the rest of the cards to support Vinsmoke or Germa 66 cards, and this will be the core build of the deck. Sora works on play, you may trash 1 card from your hand, if the number of DONs on your field is equal or less than your opponents, add 1 Vinsmoke Character with 4k power or less from your trash to your hand. This is useful if we want to play any high cost Characters from the trash or hand, as we can recycle their low cost Character thanks to Sora effect.
Germa 66 is the searcher of the deck, unfortunately not a Character card, but no complaining there. The main effect is look at the top 5 cards of your deck, reveal 1 Germa card other than Germa 66 and add it to your hand. Then, place the rest at the bottom of your deck in any order. I guess it is not a Vinsmoke searcher, so we could only search for very specific cards. The trigger effect is just draw 1 card. You might need this, you may not, it really depends on the hand size.
Kingdom of Germa is a searcher as well, but unlike Germa 66, we can use this card more consistently thanks to being a Stage card. The effect is you may trash 1 card from your hand and rest this Stage to look at the top 3 cards of your deck, reveal 1 Germa card and add it to your hand. Then, place the rest at the bottom of your decks in any order. Just like Germa 66, we can only search for Germa cards and not Vinsmoke.
Removals
Removals would be important as we could slow down your opponents rather than let them do whatever they want. Although, it is also because this build lacks the removal so we need something that can put some pressure, rather than just draw and playing cards for free. OP06 Pudding works on play, your opponent returns all cards in their hand to deck and shuffles their deck. Then your opponent draws 5 cards. Pudding is still very helpful, especially when your opponents gets a massive hand size from search and draw effects.
Black Bug can easily be searched with our searchers since it is a Germa 66 or Vinsmoke Family card. The effect is if the number of DONs on your field is equal or less than your opponents, place 1 of your opponent's 5 cost Character or less to the bottom of the owner's deck. This is not bad for a 4 cost card, and getting low DONs is very easy to do in this build. The trigger effect is place 1 of your opponent's 4 cost Character or less to the bottom of the owner's deck. Pretty much 1 cost lower than the main effect, but still nice to have in case your opponents still have attacks left.
Foxy Pirates
I am using the Foxy Pirates engine as they actually works pretty well with Reiju build. OP07 Chopper is a Blocker with an on play effect, if the number of DONs on your field is equal or less than your opponents, add 1 DON as rest. This is just a small ramp, and it is not difficult to get DONs less than your opponents with the amount of cards that can return DONs back to deck.
Porche is one of our main cards for this build, because we don't have to target Foxy Pirates to play Characters. The effect works on play, by returning 1 DON, look at the top 5 cards of your deck, reveal 1 Foxy Pirates card and add it to your hand. Then, place the rest at the bottom of your deck in any order and play 1 purple Character with 4k power or less from your hand. Personally, I don't really care about the search effect. What I am aiming for is the second part of Porche's effect which is playing purple Characters. Our low cost Germa Characters are 4k power or less except Judge, so we could play those cards for free, then set up their transformation to play their big cost from trash or hand.
Other Supports
Honestly, I couldn't find a section where I could talk about these cards, so instead, I'll just put this as other supports. These cards are actually optional to run, it is up to you if you want to run these cards or not. Vinsmoke Sanji works on play, if your Leader is Vinsmoke Family, by returning 1 DON, draw 1 card. Combine this with Reiju's Leader effect, and we could draw 2 cards in one go, that's a decent amount of cards we could draw and filter through the deck.
OP08 Maria can be very useful, especially when we want to play cards like Judge. Before Judge was difficult to play because of the constant returning of DONs, now it is a lot easier if we can get Maria in play. Maria's effect is an activate main effect and the effect only works if you have no other Maria Characters in play. You can add up to 5 DONs as rest. Then, at the end of your turn, return DONs to the DON deck until you have the same number of DON as your opponents. What I like about Maria is that we can use her effect to get rested DONs, so we could return those DONs to use some of our card's effects, so we don't lose out much in DONs numbers.
