To be honest, this is just OP02 Smoker, but in a ST19 deck. The rest of the build is just standard Navy stuff you can get in the booster set. Well, most of the cards since there are a few cards from ST19 only, and for people who already got most of the cards in the starter deck, they can just buy singles. Unfortunately, there's some key cards we need for this build, but some of them are coming in the reprint set luckily which is great for new players to play this build.

How it Works?
The deck is mainly about reducing your opponent's Characters as much as possible, preferably down to 0, so we could trigger some of the card's effects like Brook and Smoker Leader. This is also why I am running both Issho and 10 drop Kuzan as those cards can reduce your opponent's field instead of 1 Character at a time, so they will play a key role in Smoker build. We also have a few removals in this deck, to remove your opponent's Characters so we don't need to constantly attack your opponent's rested Characters just to remove them from the field.
Cost Reducers
As always, for Smoker build we need a lot of cost reducers in order to reduce your opponent's Characters cost down to 0. 4 drop Kuzan has 2 effects, the first effect works on play, draw 1 card. The second effect is the main effect we are after. The effect works when attacking, reduce 1 of your opponent's Characters cost by 4 this turn. 4 is a lot, especially against 4-5 drop Characters, so we could get those Characters down to 0.
OP02 Tsuru is still very handy in these kind of builds. The effect works on play, reduce 1 of your opponent's Characters cost by 2 this turn. I know 2 is not a lot compare to 4, but don't forget Tsuru is a 1 drop Character. So if we need a quick cost reducing effect, Tsuru is the card to use, otherwise we can use her for the 2k counter during the counter step.
The main card of the deck, 10 drop Kuzan, just like his 4 drop version, we've got 2 effects. The first effect works on your turn, reduce all of your opponent's Characters cost by 5. This is important as it is a continuous effect, and reducing your opponent's field by 5 which makes KOing those Characters a lot easier. It does mean you won't be able to use Smoker's effect for a turn, but it will be worth the cost once you get 10 drop Kuzan in play. The second effect works on play, KO 1 of your opponent's 0 cost Character. Now for this effect to KO any Characters, we need two 10 drop Kuzan on your field to work.
OP03 Issho works similar to 10 drop Kuzan, but cheaper to play. There are two effects for Issho, the first effect will require you to attach a DON to Issho for the effect to work. Reduce all of your opponent's Characters cost by 3. I know 3 is not a lot compare to 10 drop Kuzan's 5, but if we combine with other cards, then 3 can be quite deadly. The second effect works on play, if your opponent have 6 cards in their hand, trash 2 cards from their hand. This is just a nice hand destruction effect to force your opponents to discard some cards in their hand.
ST06 Tashigi can be useful, but you can also run ST06 Hina as Hina would work with OP05 Rebecca, it just depends who you prefer to have in this build as both cards will be useful in different situations. The effect is, you may rest this Character to reduce 1 of your opponent's Character cost by 2 this turn. The best thing about ST06 Tashigi is that we can rest her to use her effect before we play our 10 drop Kuzan from hand, so we could KO a 7 cost Character with Kuzan's on play effect.
One of the best Events for this kind of deck is Ice Age. I am more focus on the main effect than the trigger effect. The main effect is reduce 1 of your opponent's Characters cost by 5 this turn. Just like 10 drop Kuzan, reducing your opponent's Characters by 5 can be really handy, especially if we need 0 cost Characters for certain effects. The trigger effect is KO 1 of your opponent's 3 cost or less Characters. I personally won't use this unless my opponents has a 3 drop or less beat stick that needs to be stop.
Removals
Two of these removals are constant removals than being one time used until you draw that card again, which is really useful if we want to constantly reduce your opponent's board. However, protecting these cards would be a pain especially if your opponent uses a high power Character to swing. I guess we don't need to worry about the Life area which is the upside. EB01 Brook works on play or when attacking. Reduce 1 of your opponent's Characters cost by 1 this turn. Then, KO 1 of your opponent's 0 cost Characters. So not only Brook can KO your opponent's Characters, but we can also reduce your opponent's Characters cost by 1 constantly.
EB01 T-Bone only works on play, KO 1 of your opponent's 2 cost or less Characters. This shouldn't be too difficult to do as we have plenty of cost reducers to reduce your opponent's Characters. Plus T-Bone have a 2k counter we can use during the counter step on top of being a 5k beat stick.
OP08 Jack is a card I like in this build, although this is one very recent card so I doubt he will get reprinted later on the year. The first effect is this Character gains 4 cost, making Jack a 11 cost Character, making your opponents difficult to remove, as Jack is a 11 cost Character instead of 7. The second effect is an activate main effect, you may rest this Character to draw and trash 1 card from your hand. Then, KO up to 1 of your opponent's 3 cost or less Characters. 3 or less shouldn't be difficult to do as we have plenty of cost reducers, but the best thing is that we can constantly filter our hand for the cards we need.
ST19 Tashigi is one of the new cards from the starter deck, and not surprising she only works best with Smoker Leader. There are 2 effects, the first effect works on play, if your Leader is Smoker, reduce 1 of your opponent's Character's cost by 4 this turn. This is just exact same as ST06 Hina, but without the Smoker requirement. The second effect is an activate main, once per turn, if this Character was played on this turn, trash up to 1 of your opponent's 0 cost Characters. Now, this effect doesn't say KO, but trash instead, and trashing will get around cards who can't be KO'd by effects which is really useful.
The Prevention
We have 2 cards who can prevent your opponents from using KO'd effects on these cards, as well as being a Blocker on top. Of course, there are ways to bypass them, but it will depends on the type of deck your are playing against. OP02 Kizaru (Borsalino) has an effect that works on your opponent's turn. This Character gains 1k power and can't be KO'd by your opponent's effects. This is very helpful especially he can reduce your opponent options and you will know you would have a 6k Blocker on the field. However, there are ways to get around this effect, it will just depends on the type of deck you are playing against.
OP04 Sabo on the other hand protects your entire field. The effect works on play, none of your Characters can be KO'd by effects until the start of your next turn. Then, draw 2 cards and trash 2 cards. So we could play Sabo first before we attack so our Characters won't be able to get KO by trigger effects unless your opponents aren't running any KO effects.
Free Play
The cards who enable us to play cards for free, but more importantly also make use of our trash area. OP05 Rebecca works on play, Add one 3 to 7 cost black Character from your trash to hand. Then, play one 3 cost or less Character from your hand rested. So we could bring back cards like OP08 Jack and ST19 Tashigi and use their effects against. I wouldn't worry too much about playing a 3 cost or less Character from your hand as we also have plenty of options to choose from.
OP06 Moria is a card that works very well in a lot of decks, no matter what style that deck has. The effect works on play, choose one 4 cost or less Character and one 2 cost or less Character from your trash. Play 1 as active and the other as rest. We will have plenty of choices to choose from with this effect like choosing Rebecca so we could also use Rebecca effect to play another Character for free. It really depends what you need on the field to make use of the cards.
Navy Supports
Now we have the Navy support for this build. Brannew is the searcher for Navy as we don't really have a standard searcher for this build. The effect works on play, look at the top 3 cards of your deck, reveal 1 Navy card other than Brannew and add it to your hand, trash the rest of the cards.
ST19 Sengoku works with very specific cards, but once you pull it off, you actually get +1 card in your hand. The effect works on play, you may trash 2 black Navy cards from your hand, if your Leader is Navy type, draw 3 cards. We do have a lot of non counters for Navy, and we could use Sengoku to discard those cards to draw 3 new cards, hoping you could play something during the early turns of the game.
