ST13 Luffy took some major hit from the ban list, especially Moria and Ice Age being banned. So I didn't get a chance to edit this deck until now using OP11 support. Well, there's only 1 card that could work with this deck from that set, and it is a very obvious choice.

How it Works?
We want to thin our Life cards as much as possible so we can hit 0 Life cards, then replace the Life cards with the 5 drops we need. Otherwise, we would need to use Hiyori's effect to trigger those kid's effects to play their 5 drop version to the field. The deck has a bit of everything, from draw power to removal, and Blockers to stop your opponent's attacks. It is not a huge upgrade to this build, but losing Moria and Ice Age means we can fit other cards to the build without worrying about the lack of spaces because of those cards.
Cost Reducers
We've got some removals in this build, and they target cost, so having these cost reducers in replacement of Ice Age will be very handy for those cards. OP02 Kuzan has 2 effects, the first effect works on play, draw 1 card. The draw power is always handy especially getting certain 5 drops we need for some of the card's effects. The second effect works when attacking, reduce 1 of your opponent's Characters cost by 4 for this turn. 4 is a lot of cost, especially when we can target 5 cost or less Characters in this build, so this effect is really useful.
Another useful cost reducer we can have is ST08 Shirahoshi. However, unlike Kuzan, the effect only works once whilst we can spam Kuzan's effect as long as he is on the field. Although Shirahoshi is a Blocker, so we can easily stop your opponent's attacks without the need to use counters. The effect works on play, reduce 1 of your opponent's Characters cost by 4 for this turn. The only downside is that Shirahoshi is a 0 power Blocker.
Removals
Only 3 cards with removal effects, but they do require the right timing to play them in order to trigger their effects, as we want to KO certain costs to reduce the effectiveness of your opponent's attacks. OP11 Zeus is very useful in this deck as we want to reduce as much Life cards as possible to trigger Luffy's Leader effect easily. The effect works on play, you may add the top or bottom of your Life cards to your hand to KO 1 of your opponent's 5 cost or less Characters. We also have 2k counter on this card which is useful for defence as well if we don't need the effect.
OP07 Luffy only works if we have low health, and for this deck, it is not difficult to pull off. The main effect is an activate main, you may trash this Character, if your Life is 2 or less, KO 1 of your opponent's 4 cost or less Characters, then, draw 1 card. Ideally, we would attack with this card first before using the effect, this way we won't need to waste a Character unless you really need to stop certain Characters on the field. The Trigger effect is KO 1 of your opponent's 4 cost or less Characters, this is similar to the main effect but without the draw power.
ST13 Sabo has a similar effect to OP11 Zeus when it comes to removal effect, although we won't be able to add the Life cards to our hand which is the downside. The effect works on play, you may trash the top or bottom of your Life cards to KO 1 of your opponent's 5 cost or less Characters. Of course, I would rather use Zeus over Sabo, but since Sabo is a 5 drop, we could play him for free using Kid Sabo's effect.
Draw
Some of these cards have hand filters effect rather than increasing your hand size, but they do still draw cards. EB01 Flampe is another card like Zeus where we can reduce our Life area whilst also increasing our hand size. The effect works on play, you may add the top or bottom card of your deck to your hand to draw a card. Technically, we will be getting 2 cards in our hand, 1 from Life area and 1 from deck, giving you a nice hand size. Just like Zeus, Flampe also has 2k counter, so if you are not planning to use the effect, the 2k counter can be handy.
ST13 Luffy is mainly a power card, and the power bonus would work best if we've got 0 Life cards, however, we can also have the draw power if we have Life cards in our Life area. The effect is an activate main, this Character gains 2k power until the start of your next turn. Then, if you have 1 or more Life cards, draw 1 card and trash the top card of your Life area. It would be better if we have Life cards as the extra draw power will be very useful.
OP04 Sabo is mainly to protect our Characters as well as being a Blocker to stop your opponent's attacks. The effect works on play, none of your Characters can be KO'd by effects. Then, draw 2 cards and trash 2 cards from your hand. The last part of the effect is just a hand filter effect, but being able to protect your Characters against KO effects can be helpful if you are preparing to attack your opponent's cards or need Blockers to stop your opponent's attacks.
EB02 Sanji is also another Blocker to stop your opponent's attacks, but also has an effect that would require some Life requirements for the effect to work. Plus being a 5 drop Character means we could use Luffy's Leader effect to target this card rather than the adult forms. The effect works on play effect, if you have 2 or less Life cards, draw 2 cards and trash 1 card from your hand. Again, this shouldn't be too difficult to do as we've got many ways to reduce our Life cards without the need of your opponents to attack our Leader.
The Kids
Unfortunately, we don't have Moria who can play these cards for free anymore in this deck, so once you used their effect, they will be gone for good. All of these cards have similar effect and they have an activate main effect. You can trash them to reveal the top Life card, Sabo with play 5 cost Sabo, Ace will play 5 cost Ace and Luffy will play 5 cost Luffy. If you do, your Leader will also gain 2k power until the end of your opponent's turn. The 2k power to your Leader is really helpful, especially when we are also focusing on thinning our Life cards to trigger these kids with ease.
The Supports
For the rest of the deck supports, we mainly just have these cards. ST13 Garp is a searcher who can help you get the cards you need. The effect works on play, look at the top 5 cards of your deck, reveal one 5 cost or less Sabo, Ace or Luffy and add it to your hand. Then, place the rest at the bottom of your deck in any order. This shouldn't be too difficult to trigger as there are plenty of Sabo, Ace and Luffy in the build.
OP06 Hiyori is mainly for the 5 cost Characters so we can trigger those kids effects. The effect works on play, add the top or bottom of your Life cards to your hand. Add 1 card from your hand to the top of your Life cards. This way, we would be able to trigger those kids effects without the need of relying Luffy's Leader. Beside if you ran out of Life cards, we can use Hiyori for the 2k counter.
ST13 Ace is the only 5 drop I am running in this build, but to be honest, there's no other 5 drop Ace with the right colours we could use in this build. The effect works on play, if you have 2 or less Life cards, this Character gains Rush. This shouldn't be difficult to pull off for this build who can easily reduce your Life cards.
The Three Brothers Bond is another searcher we can use. Although, because I needed room to fit other cards, there wasn't enough spaces to run this at 4 copies. The effect works exactly as ST13 Garp, look at the top 5 cards of your deck, reveal one 5 cost or less Sabo, Ace or Luffy and add it to your hand. Then, place the rest at the bottom of your deck in any order. This is just in case, we don't see Garp for our turn 1 play. The trigger effect is activate this card's main effect.
