To be honest, you could also use the Straw Hat engine for this build as there are some new green Straw Hat cards from EB02 that could work for this deck. But of course, we won't be able to get the power up bonus as most of them aren't Punk Hazard. So ideally, waiting for the new Navy supports from OP11 would be able to make the full use of the Leader.

How it Works?
The base of this deck mainly comes from OP10 stuff, so if you already have these cards, it won't be much of an upgrade. Kujyaku is a great addition to the build from her power up effect. As you know Smoker needs a 7k power Character on the field in order to untap 2 DONs, luckily, this doesn't need to be base power, and can trigger the effect as long as the Character has 7k power. The deck mainly focus on power as I've took out the removals, so we can fit in Navy stuff in the build.
Rush
Not many Rush cards, but these 2 will allow us to trigger Smoker's Leader effect, so we can get those untapping DONs going. ST21 Luffy works when attacking, attach 1 rested DON to your Leader or 1 of your Characters. You could give the attached DON to Luffy to make Luffy a 7k beat stick, then after, we can trigger Smoker's Leader effect and have 2 extra DONs to work with.
Hody is in the deck because of the 8k power for 7 drop, allowing to trigger Smoker's Leader effect easily, rather than triggering effect like ST21 Luffy. The effect works on play, rest up to total of 2 of your opponent's Characters or DONs. Then, add the top of your Life cards to your hand.
Prevention
The 3 cards that would be able to stop your opponents from doing what they want, especially having Kid on the field. OP05 Corazon is a Blocker with an effect that works during your opponent's turn. If your rested Characters would be KO'd, you may trash this Character instead. Now this is important because we are also running OP10 Tashigi.
OP10 Tashigi and OP04 Corazon provides protection for each other if you can get both of them at once. The only downside is that Tashigi only protects green Characters, and some of the cards we run are Red colour. The effect is if you have a green Character other than Tashigi is removed from your field by your opponent's effects, you may rest this Character instead. Thanks to this effect, we won't have to worry about other effects that could remove your Characters, as Corazon can protect against KO'd whilst Tashigi protect against other removal effects.
OP01 Kid is quite useful, especially when we can also untap DONs on our turn, so playing and using Kid's effect doesn't hurt as much compare to the other builds. Kid has 2 effects, the first effect will require you to attach a DON for the effect to work. The effect works during your opponent turn, if this Character is rested, your opponent cannot attack any other cards other than Kid. The second effect is an activate main effect, you may rest this Character to play one 3 cost or less Character from your hand. This will let you play Tashigi or Corazon for free whilst also triggering the first effect to redirect the attacks to Kid, so you would have plenty of protection.
Power
With the addition of Kujyaku with ST21 Luffy, we could hit 7k power very easily, triggering Smoker's Leader effect. All of these can also get powered up from Smoker's Leader effect, although for Kujyaku, we mainly want the second effect. Kujyaku is one of the new searcher where we have 2 effects. The first effect works on play, look at the top 5 cards of your deck, reveal up to 1 Navy card other than Kujyaku and add it to your hand. Then, place the rest at the bottom of your deck in any order. This shouldn't be too difficult as this deck does have a lot of Navy cards. The second effect is an activate main effect where you can trash this Character, 1 of your Characters gains 1k power this turn. This will make certain cards being able to hit magic numbers.
OP10 Sanji is very good in this build, as it is one of the cards we can trigger Smoker's Leader effect easily, without the need of the high cost Characters. The first effect works during your turn, this Character gains 3k power, making Sanji a 6k beat stick. This is very important as you could use Kujyaku or attaching 1 DON to hit the magic number 7k so we can untap 2 DONs with the Leader's effect. The second effect works on KO, draw 1 card, so it won't be a huge lost if Sanji is KO'd, as you can draw an extra card.
OP10 Chopper with Smoker's Leader power up effect works wonder. As you know Chopper is a Blocker with an effect that works during your opponent's turn. This Character gains 2k power, making Chopper a 6k Blocker. Combine this with Smoker's power bonus, since Chopper is a Punk Hazard Character, you can get a 7k Blocker which is not bad for a 4 drop, we would be able to stop an attack pretty easily.
Punk Hazard Supports
There's not much of a change with the PH supports, as I've kept these cards in the build. As you know Vergo is a searcher, but also being a Navy card means we could search him out using Kujyaku's effect. The effect works on play, look at the top 5 cards of your deck other than Vergo and add it to your hand. Then, place the rest at the bottom of your deck in any order.
OP10 Monet is another Character who can power up our Characters so we can trigger Smoker's Leader effect and start untapping those DONs. The effect is an activate main effect, you may rest this Character to attach up to 2 rested DONs to your Leader or 1 of your Characters. Then, reduce 1 of your opponent's Characters power by 1k this turn. The downside is that we can only reduce your opponent's Characters power by 1k, so this might not make a huge difference, but attaching 2 rested DONs will be.
OP10 Smoker is one of the main card in this build, and combined with the Leader's effect, you will be constantly untapping 3 DONs at once, giving you a lot of DONs to work with. Smoker has the Banish keyword, and this can put pressure against your opponents especially if they are a trigger deck. The effect is an activate main, untap 1 of your DON. Then, you cannot untap DON with Character's effect this turn. The last ability doesn't matter much as we are not running other Characters who can untap DONs.
Events
These 2 are the only Events I have kept from the previous deck, so nothing has changed. Igloo is playable as we will be constantly untap 2 DONs, and sometimes, you won't always be able to use those 2 DONs, or fake into your opponents thinking you have 2 drop Event Counter. The counter effect is your Leader or 1 of your Characters gains 3k power this battle. Then, reduce 1 of your opponent's Leader or Characters by 2k this turn. The trigger effect is your Leader or 1 of your Character gains 1k power this turn.
Mole Pistol is the only removal in this deck, and I am thinking to bump the number up to 3 by reducing 1 Monet as we need more removals. The effect is reduce 1 of your opponent's Characters power by 5k this turn. Then, if you have a Character with 6k power or more, KO 1 of your opponent's 2k power or less Characters. The requirement is very easy to do for this deck who mainly focus on powering up so we can trigger Smoker's Leader effect.bThe trigger effect is activate this card's main effect.
