For Green Jinbe, EB04 is just not enough for this deck simple because of the supports where we got Fishman and Fishman Island. The 2 types doesn't seems to mix very well together, which is why we need more supports for this build. Then, I could get some more ideas on how to build this deck.

How it Works?
I've mainly focus on Fishman with Fishman Island type so our searchers could search those cards with ease. Unfortunately, some of the main cards are Fishman type only, so we still need Camie as the main searcher of the deck. The aim is to maintain 6 or less cards in your hand, so you can use Jinbe's Leader effect and untap our Fishman or Merfolk Leader as well as a DON for our 1 drop counters to use. You can run more 1 drop Events if you need as long as you can maintain 6 or less cards in hand so we can untap those DONs to use the Events.
Rest
Unfortunately, our rest effect cards are very high cost if we want to rest your opponent's Characters. OP11 Jinbe is the main Character we want to have on the field as this card has 2 effects. The first effect works on play, if your Leader is Fishman or Merfolk, rest 1 of your opponent's 5 cost or less Characters. The second effect is the main effect that would make this deck useful, especially if you can get a lot of rest effects. Once per turn, 1 of your Fishman or Merfolk Characters can attack Characters on the turn in which it is played. This will give your Characters like a Pseudo Rush ability, trying to wipe your opponent's boards instead of using removal effects.
OP11 Fisher Tiger is not bad for a 7k beat stick. We do have an effect that could be difficult to trigger if your opponent doesn't target Tiger. The effect is when this Character is KO'd by your opponent's effect, you may rest 1 of your DONs to play one 4 cost or less Merfolk or Fishman Character from your hand. There are a few choices you can choose from but not much. The second effect works on play, rest 1 of your opponent's Characters. We can rest any Character we want with this effect which is useful, especially if you have OP11 Jinbe on the field, so we can rest that Character and use Jinbe's effect on Tiger, so we can attack the rested Character.
OP06 Hody is another Character like Tiger who can rest any Characters we want, but this card do comes at a cost. As you know, Hody has Rush, so we can provide the extra sneak attack if we need extra attacks. The effect works on play, rest up to a total of 2 of your opponent's Characters or DONs. Then, add the top Life card to your hand.
Prevention
Here are some prevention effects to reduce your opponent chances of what they can do efficiently, OP05 Corazon is just a Blocker with an effect that works during your opponent's turn which is if your rested Characters would be KO'd, you may trash this Character instead. With Jinbe Leader, you want to untap the important Fishman/Merfolk card whilst the resting cards can be used with Corazon's effect as protection.
Of course, Corazon has a limit when it comes to protect which is why OP10 Tashigi will be very important for this build. The effect is if you have a green Character except Tashigi is removed from your field by your opponent's effects, you may rest this Character instead. Corazon can protect against KO effects whilst Tashigi can protect against other effects that doesn't KO your Characters.
I am running OP11 Aladine, the main effect is pretty much the same as Tiger's effect except you have some cost different. The effect is when this Character is KO'd by your opponent's effect, you may trash 1 card from your hand and rest 1 of your DONs to play one 6 cost or less Merfolk or Fishman Character from your hand. We do need to trash a card which is bad if you have low hand size, but good if you have a large hand size, as we need to maintain our hand to 6 or less cards. On the bright side, we can play 6 drop, so cards like Jinbe or Tiger could potentially stop 1 of your opponent's attacks. The trigger effect is rest 1 of your opponent's 4 cost or less Characters.
OP06 Arlong is mainly to stop your Leader's attacks, stopping them from using when attack effects if they got any. The effect works on play, you may trash 1 card from your hand, your opponent's rested Leader cannot attack until the end of your opponent's turn. The discarding a card will also help to maintain 6 cards or less in hand if you do end up having some cards we can't use during the early turns.
Searchers
I am running 2 searchers, so we can search some cards a lot easier, but both of these searchers only search specific types, so you could hit and miss with these cards. OP11 Shirahoshi has an activate main effect where you pay 1 DON and resting this Character to look at top 5 cards of your deck, reveal 1 Neptunian or Fishman Island card and add it to your hand. Then, place the rest at the bottom of your deck in any order. Of course, I am not running any Neptunian cards in this build, so you will need to look for cards with Fishman Island type.
OP06 Camie will have a higher chance to search out a lot of the cards in this build over Shirahoshi, plus she is the best turn 1 Character to play. The effect works on play, look at the top 4 cards of your deck, reveal 1 Fishman or Merfolk card except Camie and add it to your hand. Then, place the rest at the bottom of your deck in any order.
Fishman Supports
The rest of the Fishman support are very simple. OP03 Hatchan is a vanilla as we can't use the trigger effect. You only want the card in the deck for 2k counter or you can use this as a discard fodder for Decken. Decken is the only removal for Fishman build as the cards mainly focus on resting your opponent's Characters. The effect works on play, trash 1 Fishman card or Ark Noah from your hand or field to KO 1 of your opponent's rested Characters. On the bright side, we do can KO any Characters we want as long as they are rested.
Honestly, I am not a fan of EB04 Jinbe, I think they could do better considering a lot of key Fishman cards are really heavy costs. Jinbe is a Blocker who also works on KO, you may rest 1 of your cards to play one 6 cost or less green Character. At least we can play any green Character we want and not restricted to Fishman or Fishman Island. Another thing about Jinbe is that we can use him to attack first then use the Leader's effect to untap him so we can have a Blocker during your opponent's turn.
OP11 Arlong would work best during the mid games where your opponents will have cards rested, mainly DONs. The effect is if your Leader is Fishman type, you have 3 or less Life cards and your opponents have 5 or more rested cards, reduce this card's cost in your hand by 3, allowing to play Arlong for 4 which is not bad. The trigger effect is the same as OP06 version where you rest 1 of your opponent's 4 cost or less Characters.
Events
Both Events works very specific like this build where we focused mainly on Fishman type. Both trigger effects are the exact same as Arlong where you rest 1 of your opponent's 4 cost or less Characters. Shark Brick Fist counter's effect is 1 of your Fishman Leader or Characters gains 3k power for the battle. Then, untap 1 of your Fishman Character. Double untapping will be very useful as this reduce the chances of those Characters being an attack target, especially since most of our key cards are Fishman type.
Vagabond Drill will also works with Merfolk and not only Fishman cards which could be useful. The counter effect is your Fishman or Merfolk Leader or 1 of your Fishman or Merfolk Characters gains 3k power for the battle. Then, rest 1 of your opponent's 3 cost or less Characters. Unfortunately, we can only rest 3 cost or less Characters, but the 3k power bonus could be useful.
