We finally got a Brook Leader, I think we are missing Franky Leader now for the Straw Hats. To be honest, I was wondering how do you even pull off Brook's effect, but it seems you don't. It is more about milling cards so we can play those cards from the trash. Although, no idea where the green is from, maybe setting stuff as active, but you do need 0 cards in deck to untap Characters.

How it Works?
The deck is simple, the more you mill, the more options you can play from your trash. Although, you need cards like OP13 Luffy in trash so we can use OP15 Nami's effect to make the card aggressive and especially useful if you can also play Brook, so we can make Luffy attack twice in a turn with Double Attack, wiping your opponent's Life area in one go if they don't use Blockers or counters.
You want to mill cards, but you actually don't want to aim for 0 as there are no recovery in this build. If you don't win with 0 cards in your deck, you automatically lose as we lose at the end of our turn. So, we would need to be careful with the amount of mills we play. If you managed to get some key cards in the trash, then, I would stop milling and play some of the non mill cards in this deck.
Free Play
These are the cards that will allow us to play cards for free especially from the trash. There's not a lot of cards currently, but they will do for now. Pirate Docking 6 has 2 effects. The first effect is that this card gains +6 cost, making this an 11 cost Character on the field, so we won't need to worry about cost removals. The second effect works on play, you may mill 3 cards from your deck to play one 2 cost or less SH Character from your trash. There are a lot of options, you could play Nami, Zoro or Chopper depending on what you need.
OP15 Nami is the main card we need in hand. She is only a 6k beat stick, but 6k is still a nice number. The effect works on play, if your Leader is SH type, play one 7 cost or less SH Character from your trash. Then, that Character played with this effect gains Rush. The only SH Character that cost more than 7 is Nami, otherwise, we can play any SH Characters we want, but you especially want OP13 Luffy or OP15 Brook. If you already have both, then, it will be OP15 Luffy as the other target.
Mill
We have these 3 main cards for the mill, although if you use Brook Leader, we won't need to play some of these cards unless you have nothing in your trash area. OP15 Sanji is basically a SH version of OP06 Cindry. Both cards have the exact effect and 2k counter. The effect works on play, if your Leader is SH type, mill the top 5 cards of your deck. The 2k counter will be more useful, unless you really need the mill.
Spoil would be one of the mill cards I would play over Sanji if I have the choice. Spoil has 2 effects, the first effect works on play, mill the top 3 cards of your deck. The second effect is an activate main, you may trash this Character, if your trash has 15 or more cards, attach 1 rested DON to your Leader or 1 of your Characters.
OP15 Chopper is an important card we want to play and we can play this card from the trash with Pirate Docking 6. Chopper also has 2 effects like Spoil, the first effect works on play, mill the top 3 cards of your deck. The second effect is an activate main, you may trash this Character, if your Leader is SH type, add 1 SH Character except Chopper from your trash to your hand. This effect is really useful in case we accidently mill some key cards we need to pull off the combos.
Untapping
2 of these Characters focused on DONs whilst the other focus on untapping Characters. OP14 Nami is only a 2k Blocker, but the effect is actually quite strong. The effect works on play, rest up to 2 of your opponent's 8 cost or less Characters. Then, untap 5 DONs at the end of your turn. The untapping 5 will allow us to use our 1 drop Events from our hand during your opponent's turn, whilst the rest will let our Characters to swing into your opponent's Characters.
OP13 Luffy is 1 of the main card I want to get to the trash as we can play this card with OP15 Nami to have both Rush and Double Attack active. The main effect works on play, if your Leader is multicoloured, untap 4 of your DONs. Then, you cannot play 5 cost base or less Characters for the turn. I don't think the restrictions matters much as we have Blockers we can play once we used this effect.
OP15 Brook is a nice card to have in the build, and work very well with OP13 Luffy Double Attack. Brook has 2 effects, the first effect works on play, rest 1 of your opponent's cards. The rest can target any cards we want, including Leader. The second effect is an activate main, you may trash this card, if your Leader is SH type, untap 1 of your 8 cost base or less Characters. We can pretty much target any Characters we want for this build.
Straw Hat Supports
The rest of the SH supports are quite basic. EB02 Nami is the main searcher of this deck to get the cards we need. The effect works on play, look at top 5 cards of your deck, reveal 1 SH card except Nami and add it to your hand. Then, place the rest at the bottom of your deck in any order.
OP15 Zoro is a card you want to have on the field as this is not only just a Blocker, but will also protect your SH cards on the field. The effect is if your SH Character other than this card would be removed from your field by your opponent's effects, you may trash this Character instead. This is a great protection and also why I am mainly running SH Characters in this build, so we could protect most of the cards.
PRB02 Zoro is a nice 2k counter with a Blocker ability to stop your opponent's attacks. The effect works during your opponent's turn, if this Character would be rested by your opponent's Characters effect, you may rest 1 of your other Characters instead. This is only good against rest effects, so this will be very specific decks, otherwise, we will be aiming for the Blocker or the 2k counter.
OP15 Luffy is a card we should play, but only if you have at least 20 cards in your trash. Although, 10 cards in your trash is still useful but if you can get 20, that will be the magic number to make everything easier. The effect is apply the following base on the number of cards in your trash, if there are 10 or more cards, this card's base power becomes 9k and gains +10 cost. If there are 20 or more cards, during your opponent's turn, your Leader's base power becomes 7k. If there are 30 or more cards, this card gains 1k power. The important part is the 10 and 20 cards in trash effect as having a 9k beat stick and 7k base power Leader makes everything a lot easier to handle.
Events
I am only running 2 Events but you can also run Ground Death as setting up 10 cards in trash is very easy to do for this build. Bond en Avant is a 0 cost Event we can use for this build. The main effect is you may rest 1 DON, if your Leader is SH type, mill the top 5 cards of your deck. I don't know if you need the mill, but this is just a backup just in case the mills aren't great. The counter effect is you may trash 1 card from your hand, your Leader or 1 of your Characters gains 3k power for the battle.
Dead's Man Game is used to rest more cards, but also being a SH card means we can search this out with EB02 Nami compare to Ground Death. The main effect is you may rest 3 DONs to rest up to a total of 2 of your opponent's Characters or DONs, costing you 4 altogether, but this will allow us to attack your opponent's Characters since there are no removals in this build. The counter effect is your Leader gains 3k power for the battle.
