The only complaint is that this Leader destroys the point of Lucy, and I guess they didn't think this through when they also made Luffy as a yellow Leader in the same set, as they made a yellow Luffy Leader not long ago, and there are plenty of Sky Island Characters that could be made as a Leader. Then again, I don't know what the creators for this game are thinking, and I am still waiting for my Kuma Leader.

How it Works?
If you have played OP03 Ace build, this deck is no difference from Ace where we will be relying on Events for the Leader's effect. The only difference will be the searchers and draw power compare to Ace. So we can just say Lucy is an improvement to Ace build, especially with draw power, we can get more Events to our hand for discard fodders.
The more searchers and draw power you can pull off, the more options you can make for your Leader whereas you want to go offensive or defensive. Although, with the offensive options, we also got DONs to power up the Leader, so you mainly want to save the Events during your opponent's turn, so you can protect your Leader from some of your opponent's attacks.
Draw
Draw power is important for this build. The more draws you can pull off the more Events you can get to hand. OP10 Cavendish is 1 of our main draw power if we can keep this on the field. The effect works when attacking, draw 2 cards and trash 1 card from your hand.
It's our Memento of Him only works with Lucy Leader even though they have a face of Sabo. The effect is if your Leader is Lucy, choose 1 of the following, draw 2 cards and trash 1 card. Then, play one 4 cost or less Dressrosa Character from your hand, or return 1 Stage card to the owner's hand. The returning Stage will depends on the type of decks you are playing against as we are mainly aiming for the draw and also to play Characters to the field.
Eat the flame flame fruit help us power up the Leader, and also deadly if we combine with the Leader's effect to hit for more power. The main effect is draw 2 cards. Then, your Lucy Leader gains Double Attack and +3k power for the turn. This is also 1 of the Events we do want to play for free as 7 is a lot of DONs just for this kind of effect. The trigger effect is draw 2 cards.
Dressrosa Kingdom is a stage card, although, not really as important for this build compare to Rebecca as Lucy Leader already has the counter power. Dressrosa has 2 effects, the first effect works on play, if your Leader is Dressrosa type, draw 1 card. The second effect works during your opponent's attacks, you may rest this Stage and trash 1 Stage or Event from your hand, your Leader or 1 of your Characters gains 2k power for the battle. This is so we don't have to discard 2 Events to get defensive, and would only need 1.
Searchers
As for the searchers, we've got these cards. OP15 Viola is a searcher with 2k counter. The effect works on play, look at the top 3 cards of your deck, reveal 1 Dressrosa card and add it to your hand. Then, place the rest at the bottom of your deck in any order.
OP15 Rebecca is another 1 drop searcher with the exact same effect as Viola for the on play effect which is look at the top 3 cards of your deck, reveal 1 Dressrosa card and add it to your hand. The only difference is that Rebecca also has a second effect, and that second effect would need you to attach a DON for this Character to gain Blocker.
I will guide you is a searcher, but you can only search for Characters only compare to Viola or Rebecca. The effect is look at the top 5 cards of your deck, reveal 1 Dressrosa Character and add it to your hand. Might be a bit difficult to do as we are running low numbers of Dressrosa Characters. The trigger effect is activate this card's main effect.
Preventing
We have 2 cards in this build who could punish your opponents. OP15 Leo is a 1 drop with 2k counter if you need the counter effect. The effect is if your 7k base power or less Character would be removed from your field by your opponent's effect. You may place 1 of your Characters to the bottom of the deck instead. This is not once per turn, and since we are not running a lot of high cost Characters, you can easily spam this effect to protect certain Characters on the field.
OP09 Roger can punish your opponents from using Blocker abilities, and there would be a lot of Blockers if your opponent is playing yellow. Roger also has a Rush ability, so we can go in and swing straight away. The effect is when your opponent activates a Blocker, if you or your opponent has 0 Life cards, you win the game. The best thing about Roger is that you only need this card on the field to work and not attack with Roger.
Power Reducers
As you know, since OP01 Otama is out of rotation, we don't really have any good power reducers we can use for this deck. Although, most of them are mainly as an Event instead of Characters as this is more of an Event build. OP05 Fire Fist would work best with your other power reducers. The effect is 1 of your opponent's Characters loses 4k power for the turn. Then, if you have 2 or less Life cards, KO 1 of your opponent's 0 power or less Characters. You will need other power reducers if you want to KO your opponent's Characters. The trigger effect is activate this card's main.
Just Watch Me, Ace is a nice Event that can be played for 1 if we have 4 or more Events in your trash. This is not difficult to do with the amount of Events in the build. The effect can work during the main phase or counter step which is 1 of your opponent's Characters loses 3k power for the turn. Pretty much an Event version of Otama, and would work with both Fire Fists.
OP15 Fire Fist is another 7 drop, but unlike the OP03 version, this version is a lot better in my opinion. The effect is your Leader gains 3k power for the turn and 1 of your opponent's Characters loses 8k power until the end of your opponent's turn. Then, you may trash 2 cards from your hand to KO 1 of your opponent's 0 power or less Characters. The KO part is not a must as reducing your opponent's power can weaken your opponent's attacks, so we don't need to worry about high power Characters.
Dressrosa Supports
The rest of the Dressrosa supports are very simple. OP15 Cavendish is mainly for the 2k counter, but you can play this card if you managed to meet the requirements. The effect would require you to have 4 or more Events in your trash for this Character to gain 2k power. This is a continuous effect, so having a 6k beat stick during your opponent's turn is very useful if we need more beat sticks on the field.
OP15 Sabo is the main card of the deck as it is thanks to this card, we don't really need to worry about playing our high cost Events. Sabo is a 9k Blocker with an on play effect which is if your Leader is Dressrosa type, play 1 Dressrosa Event from your hand. There are a lot of choices you can choose from, but you mainly want to use your 7 cost Events if possible.
Barrier Barrier Pistol is a card that can return your opponent's Characters whilst our red Events focused on KO. The effect is place 1 of your opponent's 6k power or less Characters to the bottom of the owner's deck. The trigger effect is activate this card's main effect.
