OP14 Moria is very interesting. I've read the effects and you do not need to run Thriller Bark engine for this deck. Of course, using TB engine would be able to change our cards into beat stick which can make a difference when it comes to attacks. I think this deck is quite fun if you can get the right cards for the deck working.

How it Works?
This is a trigger related build, so we would need to rely on our Life gain cards to get the trigger effects going for this build. Although, you will need to play OP06 Cindry in your opening hand to get the 4 cost or less TB Characters to your trash. Then, you will need to rely on luck and get the trigger effects going to start playing those cards from your trash.
What I do like is Moria's Leader effect where we can sacrifice our TB Characters to power up the entire field as the power bonus is not TB Pirates restricted. Of course, only works the best with a full field so we can get a lot of attacks in forcing a lot of counters from your opponent's hand.
Life Gain
Moria Leader is not the only 1 with the Life gain ability as discarding 3 cards is a hefty cost, which is why I am also running these 2 cards as our choice of Life gain, and they are the only non TB Pirates in the build. They are 7 Warlords, but not like that type matters in this build. OP12 Kuma is a card I want to run more in the build, but I don't want to reduce the amount of TB Pirates in this deck because of the trigger effects. Kuma has 2 effects, the first effect works on play, you may trash 1 card from your hand, add the top card of your deck to top of your Life area. Then, this Character gains +2 cost until the end of your opponent's turn. I rather discard a card to hand to get new Life card rather than discarding 3 which is why I like to have Kuma in the build. The second effect works during your opponent's turn and on KO, add the top card of your deck to top of your Life area.
OP14 Hancock is a new Life gain card that works best with 7 Warlords deck and Moria is a 7 Warlord Leader which make us make use of Hancock's effect. The effect works on play, if your Leader is 7 Warlord, add the top card of your deck to top of your Life area. Then, your opponent add the top card from their Life area to their hand. We don't trash your opponent's Life, but at least this will make your opponent use more counters earlier their hand instead of taking the hit. The trigger effect is play one 6k or less Character and has Trigger from your hand. Not too difficult for this build who is running a lot of trigger effects, but I would rather use Hancock's Life gain ability unless you are desperately needing Characters on the field.
Free Play
The trigger effects are not the only cards who can let us play Characters for free as we also got main effects who can do this also. OP14 Dr Hogback works on KO, play one 4 cost or less and a Trigger Character except Dr Hogback from your trash. What I do like about this is that we can attack with Hogback first, then, use Moria's Leader effect to KO him for the power boost, also triggering Hogback's effect letting us revive a Character from the trash. The trigger effect is similar to the main effect where you play one 4 cost or less TB Pirates Character from your trash rested. There should be plenty of choices to choose from if you perform the mills.
PRB02 Moria is a nice handy card to have in the build as this is a cheaper version of the banned OP06 Moria. The effect works on play, if your Leader is TB Pirates, play one 4 cost or less Character from your trash rested. Then, attach 1 rested DON to your Leader or 1 of your Characters. Playing our Characters rested will be normal for this deck because of the trigger effects, so you would want to choose the cards with KO effects, so we could KO them with the Leader's effect to power up the field.
Lastly, we have OP14 Moria. OP14 Moria actually has 2 ways of using the effect, 1 is playing for free whilst the other would be acting as an additional Life gain for the build. The effect works on play, select one 4 cost or less TB Pirates Character from your trash and play it or add it to top of your Life area face up. Of course, if your field is full, you want to add the card to your Life area, especially if that card has a trigger effect, otherwise, you want to set up the field so we can have more attacks. The trigger effect is play one 4 cost or less Character from your trash.
Trigger Characters
All of these cards have the exact same trigger effect as Dr Hogback which is play one 4 cost or less TB Pirates Character from your trash rested. OP14 Kumacy is just a vanilla with 2k counter whilst Cindry is just a Blocker. Although, we do not want to play Cindry with the trigger effect as that will make Cindry useless since Blockers only works when active.
OP14 Absalom is a searcher for TB Pirates deck and funny thing is that the effect works exactly like OP03 Perospero. This is a 3 drop 5k beat stick like Perospero and the search effect works on KO too. The effect is look at top 3 cards of your deck, reveal 1 TB Pirates card and add it to your hand. Then, place the rest at the bottom of your deck in any order. The one difference with Perospero and Absalom is that we can KO Absalom with our Leader's effect unlike Perospero who needs your opponent to attack into the card.
Lastly, OP14 Perona is the 1 card I like in this deck. The effect works on play or on KO, 1 of your opponent's 6 cost or less Characters cannot attack until the end of your opponent's turn. The reason why I like this card is that we can abuse both on play and on KO effect on the same turn using cards like Moria to play Perona from the trash and then KOing Perona with the Leader's effect, easily stopping 2 of your opponent's Characters from attacking.
Thriller Bark Pirates Supports
There's not much of the old TB Pirates Characters you would need aside from these 3. OP06 Cindry is obvious choice as she is the mill of the deck, helping you to set up the trash, so we can use effects to bring back cards from the trash area. The effect works on play, if your Leader is TB Pirates, mill the top 5 cards of your deck. You only need to play Cindry once or twice to get the cards you need, then, you can use the 2k counter from your hand for the defence.
OP06 Dr Hogback doesn't let us play TB Pirates Characters from the trash, but instead, we can recycle certain cards we need if the card was milled, discarded or KO'd. Plus, we can also spam Dr Hogback effect again, so you won't really need to worry about the low number in the deck. The effect works on play, you may return 2 cards from your trash to bottom of your deck in any order to add 1 of your TB Pirates card except Dr Hogback from your trash to your hand.
Another card we don't need to worry about unless you want more 2k counters is OP06 Perona. Perona is a very situational card as it requires your opponents to have hand size, and if your opponent has low hand size, then, this card would just become a vanilla with 2k counter. The effect works on play, if your opponent has 5 or more cards in their hand, you can make your opponent trash 1 card from their hand, or reduce 1 of your opponent's Characters cost by 3 for the turn.
Events
The Events are pretty simple for this build, 2 of them mainly focused on TB Pirates cards whilst the other helps because we can set up the trash easily. Make me the Pirate King is a searcher, and funny enough, we don't have a 1 drop Character searcher for this build. The effect is look at top 3 cards of your deck, reveal 1 TB Pirates card except Make me the Pirate King and add it to your hand. Then, trash the rest. At least if we don't see OP06 Cindry, we can still rely on this Event for the mill. The trigger effect is activate this card's main effect.
Brick Bat is a card made specifically for TB Pirates deck as we have a counter effect. The counter effect is your TB Pirates Leader or 1 of your TB Pirates Characters gains 3k power for the battle. It is okay for a 1 drop, but I do wish this is 4k seeing how this only works with TB Pirates cards. However, we do have a trigger effect which is the same as the Trigger Characters which is play one 4 cost or less TB Pirates Character from your trash rested. So if you need a field, we could always rely on the effect.
Ground Death is really useful as we can use both of these effects since we have the mill and not just only for 1 of the effect. The main effect works by resting 2 DONs, negate the effect of 1 of your opponent's 5 cost or less Characters, allowing us to stop some annoying effects on the field. The counter effect is if you have 10 or more cards in your trash, your Leader or 1 of your Characters gains 4k power for the battle. This shouldn't be hard to pull off for this build as we have plenty of ways to get cards into the trash.
