To be honest, the support for Smoker is optional in EB02, however, since Ice Age is banned, I need to rebuild this deck. Not to mention, Moria being also banned took some major blow to this build. I know, this build won't be as effective as the previous build with until we get some better Navy support, maybe in OP11 set. But here, I will see what I can do with this build.

How it Works?
Gecko Moria being banned means we do have room for other cards, so you can fit EB02 Sengoku in this build, but unfortunate if Ice Age got banned, it is very hard to find replacement since Tempest Kick needs to set up the trash for the cost reducing effect. This can be easy to do if we see Brannew and 1 drop Sengoku, but if you don't see them, then it is definitely difficult.
This build have one simple objective which is getting 1 of your opponent's Characters to 0 cost so we can trigger Smoker's effect. We do have plenty of cost reducers in this build even without Ice Age, although 2 of them are really high cost compare to Ice Age's 1 cost.
Cost Reducers
I've went mostly all out on the cost reducers since we need to reduce your opponent's Characters cost to 0 to make the full use of some of the cards in this build. OP02 Tsuru is our nice 1 drop we can use in this build. The effect works on play, reduce 1 of your opponent's Characters cost by 2 this turn.
ST06 Tashigi on the other hand is similar to Tsuru's effect, I could say the exact same effect with the only difference is that the effect is activate main rather than on play effect. The effect is reduce 1 of your opponent's Characters cost by 2 this turn. This will mean we can have a constant cost reducer on the field as long as she stays on the field. Both cards will have 2k counter, so that is very handy.
ST06 Hina works very well with Rebecca and EB02 Sengoku in this build as both of those cards play our Characters rested, so we don't have much options to choose from. The effect works on play, reduce 1 of your opponent's Characters cost by 4 this turn. 4 is a lot, especially when we want to reduce your opponent's Characters cost to 0.
4 drop Kuzan is basically maxed out in this build because I need the cost reducer effect. 4 drop Kuzan has 2 effects, the first effect works on play, draw 1 card. The second effect is the main effect we are after. The effect works when attacking, reduce 1 of your opponent's Characters cost by 4 this turn. This is better than Hina, as Hina only works on play.
10 drop Kuzan will be important for this build now that's Ice Age is gone, we would struggle reducing your opponent's Character's cost to 0 easily without combining with our other cost reducers. Just like his 4 drop version, we've got 2 effects. The first effect works on your turn, reduce all of your opponent's Characters cost by 5. This is a continuous effect, so if we can get him to the field, it would be a great help to the set up. The second effect works on play, KO 1 of your opponent's 0 cost Character.
Tempest Kick is not as effect as Ice Age because of certain requirements that may take time to set up, but if you can see Brannew and 1 drop Sengoku, then the requirement can be easily set up. The effect is draw 1 card, then if you have 10 or more cards in trash, reduce 1 of your opponent's Characters cost by 3 this turn. The trigger effect is KO 1 of your opponent's 3 cost or less Characters. Of course, we want the main effect over the trigger effect, unless we got something we can KO with.
Removals
Just like the cost reducers, I am also running a lot of removals, since this is the key part of the deck. Although, 2 of them aren't Navy cards, but they will still be handy for this build. EB01 Brook works on play or when attacking, reduce 1 of your opponent's Characters cost by 1 this turn. Then, KO 1 of your opponent's 0 cost Characters. If you want to KO Characters, then we would need to focus on getting your opponent's Characters cost down to 0.
OP02 Koby is just like ST06 Hina where we can spam the effect using Rebecca and EB02 Sengoku's effect to constantly remove your opponent's Characters. The effect works on play, you may trash 1 card from your hand to KO 1 of your opponent's 3 cost or less Characters. 3 cost or less isn't difficult to do for this build where we have cost reducers to constantly reduce your opponent's Characters cost.
ST19 Tashigi is similar to Brook where we have both cost reducing and removal effect on the card. However, unlike Brook, Tashigi only works once per card. Tashigi has 2 effects, the first effect works on play, if your Leader is Smoker, reduce 1 of your opponent's Character's cost by 4 this turn. The second effect is an activate main effect, once per turn, if this Character was played on this turn, trash up to 1 of your opponent's 0 cost Characters. Having Trash as the effect instead of KO is really handy as we can bypass any prevents from KO abilities.
EB01 T-Bone can be used for the counter or the effect depending on what you need on the field, although he won't be effective as the other 4 removals in this build, which is why I didn't run a lot of copy of this card. The effect works on play, KO 1 of your opponent's 2 cost or less Characters.
Lastly, I am running OP08 Kaido. OP08 Kaido is very strong, but just like ST19 Tashigi, the effect only works once per card as we currently got no way to spam these 2 effects in this build. The effect is an activate main, you may trash 1 card from your hand. If this Character was played this turn, trash up to 1 of your opponent's 7 cost or less Characters. Then, your opponent trashes 1 card from their hand. This is another trash effect, which means combined with Tashigi we've got ways to get around on KO, or prevent from KO effects.
Free Play
As you know, Moria being banned would hurt as we won't be able to fill the field up in one go. However, we still got ways to play Characters from our trash for free, just not as efficient as Moria. OP05 Rebecca works on play, Add one 3 to 7 cost black Character from your trash to hand. Then, play one 3 cost or less Character from your hand rested. We could spam effect like Hina or Koby's on play effect, or bring back cards like Tashigi and wait until another turn to play her, unless you've got enough DONs to play Tashigi.
EB02 Sengoku is a Blocker with a 1k counter on which is useful considering this cost us 7 DONs to play. The effect works on play, play 1 black 4 cost or less Navy Character from your trash rested. Luckily for us, this is a mono black deck, and the number of Navy cards in this build is very high, so you should be able to have some options to choose from.
Navy Supports
The one option you can choose to replace is OP02 Kizaru, the other 2 is a must have in this build for Navy supports. Personally, I don't think Kizaru do much these days, so you can easily find a better replacement for the deck. Anyway, ST19 Sengoku works with specific cards, which is why if you don't run most Navy stuff in the build, the effect will be harder to trigger. The effect works on play, you may trash 2 black Navy cards from your hand, if your Leader is Navy type, draw 3 cards. There are plenty of cards to choose from, and also nice to refresh your hand.
Still to this day, Brannew is the only searcher in the black card pool, and we haven't got any 1 drop black Navy searcher still. The effect works on play, look at the top 3 cards of your deck, reveal 1 Navy card other than Brannew and add it to your hand, trash the rest of the cards.
As I mention, OP02 Kizaru is optional, it is up to you if you want to run him or not in the build. Kizaru is a Blocker with an effect that works on your opponent's turn. This Character gains 1k power and can't be KO'd by your opponent's effects. So I guess we can have a 4 drop 6k Blocker to stop any 5k beat stick from hitting your Leader.
