Just like Enel, Moria also got hit pretty badly, and unlike Enel build, we don't actually have a replacement for 8 drop Moria. I have updated this build with some OP10 cards, but it won't be the same as the previous builds. Maybe its time for Thriller Bark to get some major updates for this build, then we might be able to see Moria back in the meta again.

I've decided to build 2 decks as one of the build uses more OP10 cards than the other. One build also includes the Navy engine, whilst the other build mainly focus on Thriller Bark Pirates, so we could spam the field with Moria's effect easily. Losing our 8 drop Moria and Ice Age in this build really hurt. Well for Ice Age, we do have Tempest Kick as replacement, but since Moria is a mill deck, we don't want to draw as much cards. But losing 8 drop Moria will make a huge difference for this build.
For Moria Control, the deck has a lot of cost reducers and barely any removals as the key card we want is recycle Absalom's effect since Moria can play Absalom from trash. So if your opponent decided to KO Absalom, they are basically giving you extra removals. Which is why the build is heavily focus on cost reducers, so we can reduce your opponent's Characters cost easily.
Moria Power as in the name, focus more on being aggressive with the help of OP10 Ryuma and OP10 Perona. Ryuma's Double Attack can easily take out your opponent's Life cards in one go whilst Perona can power up your Thriller Bark Characters, so they can hit decent number, forcing your opponents to use more counters from their hand. We also running OP10 Luffy for a bit of hand destruction whilst also returning cards from the trash area if we milled too much cards.
Cost Reducers
Cost reducers shouldn't be too much of a problem especially for Moria Control build who have access to all these cards when it comes to reducing your opponent's Character's cost. OP02 Tsuru is our 1 drop cost reducer. The effect works on play, reduce 1 of your opponent's Characters cost by 2 this turn.
ST06 Hina is a 5k beat stick, but we don't have a counter for this card, but not like it matters too much since Moria can trash Hina from our hand, so we can bring a Character back from trash. The effect works on play, reduce 1 of your opponent's Characters cost by 4 this turn. 4 is a lot, but it is only one off ability which is why you will need timing to play Hina.
ST06 Tashigi has the same effect as OP02 Tsuru, but instead of being an on play effect, the effect is an activate main instead. By resting this Character, reduce 1 of your opponent's Characters cost by 2 this turn. Tashigi is only a 4k beat stick, so I doubt you want to put DONs on this card unless you are going for the final push to win.
OP06 Perona has a very situational effect unlike the Navy's cost reducers. The effect works on play, if your opponent has 5 or more cards in their hand, you can make your opponent trash 1 card from their hand, or reduce 1 of your opponent's Characters cost by 3 this turn. On the bright side, since Perona is a Thriller Bark Character, we can actually spam this effect if your opponent decided to KO Perona and send her to trash.
OP02 Kuzan is very good, but I think running 4 might be overkill especially when one of the effect lets you draw a card, which is not the best thing in a mill deck. Kuzan has 2 effects, the first effect works on play, draw 1 card. The second effect is the main effect we are after. The effect works when attacking, reduce 1 of your opponent's Characters cost by 4 this turn. The second effect is more of a constant effect rather than ST06 Hina who only is only one off effect.
OP03 Issho is okay, but you can easily replace him with other cards, if you don't like Issho in the build. Just like Kuzan, we've got 2 effects. The first effect works during your turn and you will need to attach a DON for the effect to work. Reduce all of your opponent's Characters cost by 3. 3 might not be a lot, but it can make a huge difference especially when we can target your opponent's entire field. The second effect works on play, if your opponent have 6 cards in their hand, trash 2 cards from their hand, forcing them to discard their hand along with OP06 Perona.
Tempest Kick is basically the replacement for Ice Age, but I wouldn't say the best replacement, since we need to reach some requirements for Tempest Kick to work. The effect is draw 1 card, then if you have 10 or more cards in trash, reduce 1 of your opponent's Characters cost by 3 this turn. Personally, I don't think 10 or more cards in trash is difficult to do considering this is a mill deck where we can get a lot of cards in the trash. The trigger effect is KO 1 of your opponent's 3 cost or less Characters.
Removals
The removals are pretty difficult to choose from considering we do want to spam Absalom's effect in Moria build, reducing your opponent's field, but in Moria Power build, we do run more removals, since we lack cost reducers. OP06 Absalom is the main card of the deck, if you can get this card into your trash, you will be able to start spamming the effect. The effect works on play, you may return 2 cards from your trash to the bottom of your deck in any order to KO one 2 cost or less Characters. 2 cost or less is a really low number but if you can get your cost reducers going, then it won't be difficult to do.
OP10 Bounce man Luffy is a card I've decided to add in one of the build because of the effect. He's a different kind of removal, instead of targeting your opponent's field, we can target your opponent's hand instead. Bounce man Luffy has 2 effect, the first effect is a continuous effect where once per turn, this Character cannot be KO'd by your opponent's effects. The second effect works when attacking, you may place 3 cards from your trash to bottom of your deck in any order, if your opponent has 5 or more cards in their hand, your opponent trashes 1 card from their hand. This combined with OP06 Perona, we could force your opponents to lose 2 cards at a time if they have decent draw and search power. But do note, it might hinder Perona's effect since the on play effect only works if your opponent has 5 or more cards in their hand.
OP08 Jack is personally my replacement for 8 drop Moria, instead of playing Characters to the field, I've decided to add more removals. Jack has 2 effects, the first effect is this Character gains 4 cost, making Jack a 11 cost Character, making your opponents difficult to remove. The second effect is an activate main effect, you may rest this Character to draw and trash 1 card from your hand. Then, KO up to 1 of your opponent's 3 cost or less Characters. As Moria Control have plenty of cost reducers, we shouldn't have too much of a trouble removing your opponent's cards.
Finger Pistol is a card I've decided to add for Moria Power build simple because we have lack of cost reducers in the build, and Finger Pistol can be great for KOing certain Characters on the field. The effect is you may trash 2 cards from the top of your deck to KO 1 of your opponent's 5 cost or less Characters. The trigger effect is activate this card's main effect. So either way, if you need the mill, we have Finger Pistol in the build for any extra mill if needed.
Thriller Bark Supports
Aside from Ryuma, the other cards will only work with Thriller Bark cards, so they won't be able to use in a lot of build. Cindry works on play, if your Leader is TB Pirates, mill the top 5 cards of your deck. Cindry will be your best turn 1 play as we need the mill to have choices for Moria's effect.
Inuppe is a card that can work on play or on KO, if your Leader is TB Pirates, draw 2 cards and trash 2 cards from your hand. This is just a hand filter card as well as setting up the trash if we've returned too much cards in the Moria Power build. But we can also make Inuppe a beat stick thanks to OP10 Perona's effect which I will mention below.
Dr Hogback is another card that can return cards from your trash back to your deck so we won't need to worry about decking out. The effect works on play, you may return 2 cards from your trash to bottom of your deck in any order to add 1 of your TB Pirates card other than Dr Hogback from your trash to your hand. The best thing about Dr Hogback is that we can also recycle certain cards and don't have to rely on Moria's effect, but with Moria we could bring back 2 cards in one turn by playing Hogback from the trash.
OP10 Perona is specifically used in Moria Power build as we want to make our TB Pirates Characters into deadly beat stick. The effect is an activate main, by returning 2 TB Pirates card from your trash to bottom of your deck in any order, 1 of your Character other than Perona gains 2k power this turn. 2k power can make a huge difference, when it comes to our 4 drops, making them hit deadly numbers.
OP10 Ryuma is the best example, if you can see Ryuma in the early turn, especially in your trash, he would be one of your best pressure card. You will need to attach a DON for Ryuma's effect to work which is Double Attack, so we can swipe your opponent's Life cards in one go. If we combined with OP10 Perona, Ryuma will become a 9k beat stick with Double Attack, making your opponents to use counters early if they have low health.
Navy Supports
Now for the rest of the Navy engine, we've got these cards. Personally Kizaru can easily be replaced but I'm just adding him to the build for extra Blocking. Brannew works on play, look at the top 3 cards of your deck, add 1 Navy card among them and add it to your hand. Trash the rest. This is your Navy searcher, but we can build up the trash which is great for Moria's effect.
OP02 Kizaru (Borsalino) has an effect that works on your opponent's turn. This Character gains 1k power and can't be KO'd by your opponent's effects. Not as strong as we used to, but can still be very handy especially for a 4 drop 6k Blocker to stop your opponent's attacks.
ST19 Hina is one of our main card as she can easily trigger Moria's effect easily as long as she is on the field. Hina has 2 effects, the first effect works during your opponent's turn, but you will need to attach a DON onto the card for this effect to work. This Character gains +4 cost, making Hina an 8 drop on the field like Jack to get around cost reducing effects. The second effect is the main effect we are after. The effect is an activate main, you may place 1 card from your trash to the bottom of your deck, attach 1 rested DON to your Leader or 1 of your Characters. We can also attach rested to Ryuma, but triggering Moria's effect to fill the field is more of a priority in both builds.
Blockers
Something that hasn't changed for both builds will be these 2 cards. OP05 Rebecca will be very handy in Moria build since Moria mill cards, and there will be certain cards we do want to add to our hand. OP05 Rebecca works on play, Add one 3 to 7 cost black Character from your trash to hand. Then, play one 3 cost or less Character from your hand rested. There's not many choices for low costs to play from hand, but we do have plenty of choices for 7 cost and below.
OP04 Sabo is similar to Kizaru, except we can protect the entire field for a turn, which is great for Moria who can fill up the field using the trash. The effect works on play, none of your Characters can be KO'd by effects until the start of your next turn. Then, draw 2 cards and trash 2 cards.
