To be honest, I was thinking about doing 2 different builds for this Leader, however, I personally can't get the Straw Hat engine in the starter deck to work. The current version of Purple Luffy build is very decent, all I did was to change some cards using small amount from ST18, as I really want to keep the main current build since it has everything. I guess the Straw Hat engine does gives you the draw power and hand size, but you will be using a lot of spaces to fit those cards.

How it Works?
The deck focused on ramping so we can play our high cost Characters as soon as possible, but we also got cards who return DONs back to DON deck, so having ramp will reduce the amount of DONs we would have lost. In this build, we would have all sort of removals, from removing DONs to KOing Characters which is what I like about this deck. Plus there are some draw power in this build, so I wouldn't worry too much about hand size. This will let us play Ulti and Page One combo where we can play 2 Characters for 4 DONs filling up the board, preparing for next turn.
Ramp
Now we've got plenty of ramp cards in this build so you won't have to rely on Luffy Leader to get DONs. EB01 Bon Clay have 2 effects, the first effect works on play, add 1 DON as active, very simple. The second effect works when attacking, select 1 of your opponent's Characters. This Character base power becomes the same as the selected Character. So the higher the power, the better for Bon Clay to become a deadly beat stick.
OP04 All Sunday works on play, add 1 DON as rest, then if you have 6 or more DONs, draw 1 card. This shouldn't be too difficult to do in this build we we focus on ramping. The trigger effect is by returning 2 DONs, you can play this card. This is just in case you need Characters on the field, since she is a 5k beat stick which is great for hitting 5k Leaders.
OP05 Kid and OP08 Pudding has really similar effects, except Kid is also a Blocker we could use to stop your opponent's attacks. Both effect triggers when a DON on your field is returned to DON deck. OP05 Kid will let you add a DON as active whilst Pudding lets you add a DON as rest. This would reduce the amount of DONs you would lose, so we don't need to rely on the ramp cards.
Jet Gatling is a 0 cost Event Counter which the counter effect is the same as all the colours. The counter effect is you may trash 1 card from your hand, 1 of your Leader or Character gains 3k power this battle. The trigger effect is optional, but if you want to use this, you can. The effect is add 1 DON as active. We do have plenty of ramp cards, so you might want to focus on Jet Gatling's counter effect.
Removals
We have all sorts of removal in this deck, from removing DONs to removing your opponent's hand. Magellan have 2 effects, the first effect works on play, by returning 1 DON, your opponents return 1 DON back to their DON deck. Early game, Magellan is very useful as the first effect could slow your opponents down. The second effect works on your opponent's turn, when this Character is KO'd, your opponents returns 2 DONs back to their DON deck. There is good and bad thing about this effect, the good news is that your opponents wouldn't try to KO Magellan, but the bad news is once they have 10 DONs, this effect is pretty much useless.
OP08 Big Mom is a great help for purple deck, especially Purple Luffy as she give us Life gain ability for this deck. Purple Luffy takes Life cards, so having something that can refill the Life area is really useful. The effect works on play, by returning 1 DON and trashing 1 card from your hand. Add the top card of your deck to top of your Life. Then, add 1 of your opponent's 6 cost or less Characters to their top or bottom of the Life area face up. I guess the downside is that we would also be helping your opponents too, but at least we can remove a Character who could be threat against your Leader.
ST04 Kaido works amazing when you have too much DONs on the field, and will need to reduce the DONs so you could trigger certain cards in the build. The effect works on play, by returning 5 DONs, KO 1 of your opponent's 6 cost or less Character. Then, this Character gains Rush. Not bad for a 9 drop Character, especially having the Rush ability on top means we could swing right away with this card.
ST10 Law is a different type of removal as we focus on discarding your opponent's hand instead so they don't have too much of an advantage. Law is a Blocker with an on play effect, by returning 1 DON, if your opponents have 7 or more cards in hand, trash 2 cards from your opponent's hand. Early to mid game, Law is very effective on top of being a 4 cost Blocker we can play early.
The Straw Hats
Now for the Straw Hat supports I am only running these 3. OP07 Sanji works the best when we return plenty of DONs back to DON deck, That is only if we play ST04 Kaido to reduce the amount of DONs we've got. Sanji is just a Blocker but with an effect, if the number of DONs is at least 2 less than your opponent's field, reduce this cost by 3. So instead of paying the full 6 cost, we could play Sanji for 3 cost instead.
ST18 Usohachi will need 8 DONs on the field for the effect to work. This shouldn't be too difficult as needing 8 DONs is the Straw Hat style from OP05 set. The effect works on play, if you have 8 or more DONs on your field, rest 1 of your opponent's 5 cost or less Characters. This is not bad for a 3 cost Character as well as he also have 2k counter just like OP07 Sanji.
ST18 Onami is a Blocker that also need 8 or more DONs to work. The only downside is that she is only a 2k Blocker considering the requirements to trigger the effect. The effect works on play, if you have 8 or more DONs on your field, trash 1 card from your hand and draw 2 cards. Now this effect is a bit different to ST04 Queen's effect as we need to trash first in order to draw. This might be a bit annoying unless you've got the cards you want to trash in hand.
Animal Kingdom Pirates
We do have a lot of Starter Deck cards, mainly from ST04 as they are still very useful for these kind of build. ST04 Ulti works on play, by returning 1 DON, play one 4 cost Page One from your hand. This can help us to set up the board, but I guess you could run Luffytaro as Luffytaro doesn't require a specific Character to work, just Straw Hats. Otherwise, we could use Ulti for 2k counter if we don't have Page One in hand.
ST04 Queen is a Blocker with an on play effect, by returning 1 DON, draw 2 cards and trash 1 card from your hand. Having both Queen and Onami in the build could help us increase the hand size and draw the right cards, for instant like Page One and Ulti combo to spam the field.
