OP13 Luffy got some supports from ST31 starter deck, but not a huge change to the build as we still need the main stuff for the effect. Well, all you need to know, it became a little bit easier in triggering the Leader's effect, and we would be able to make your opponents needing more power to hit.

How it Works?
You want to untap as much DONs as possible at the end of your turn, maximum 5, and don't untap anymore, or you won't be able to use the Leader's effect. This way, you will be ready to use your Leader's effect to protect your SH cards. ST31 Sunny is a great addition to the build as this card will let us attach rested DON to your Leader, enabling your Leader's effect without the need of having active DONs. Of course, with plenty of cards that can untap DONs, you could also attach some DONs to your cards to power up.
Untapping
As you can see, this deck is centre around untapping DONs, the more DONs you can untap, the easier to use your Leader's effect straight away and most of these cards are SH meaning, our searchers can easily search them out from the deck. OP14 Usopp only works at the end of your turn which is if your Leader is SH or Film type, untap up to 2 DONs. If you can keep 1 Usopp on the field constantly, you wouldn't have to worry about leaving untap DONs for the Leader's effect.
OP14 Nami is a 4 drop Blocker, and you wouldn't want to play Nami when you have 4 DONs. The effect works on play, rest 2 of your opponent's 8 cost or less Characters. Then, untap up to 5 DONs at the end of your turn. As you can see Nami can untap 5 DONs which is the exact amount for your Leader's effect to use.
OP13 Zoro is a card that doesn't untap DONs at the end of our turn, instead, we can untap DONs as soon as we play Zoro. Zoro has 2 effects, the first effect works on play, if your Leader is FILM or SH type, untap 2 DONs. The second effect works at the end of your turn, untap this Character. The second effect will allow us to have a Character on the field, and can let us focus the Leader's effect on other cards.
Just like Zoro, OP13 Sanji also has 2 effects, the first effect works on play, untap up to 2 of your DONs which is just the same as Zoro. The second effect works at the end of your turn, if your Leader is FILM or SH type, untap 1 DON. If you combine this with Usopp, we can untap up to 3 DONs at the end of our turn, so you only need to leave at least 2 active DONs if you want to make the full use of your Leader's effect.
Of course an easier way would be playing OP13 Luffy who is like Nami. Plus, the Double Attack can put early pressure, especially if your opponent only has 2 Life cards left. The effect works on play, untap up to 4 DONs, then, you cannot play Characters with base cost of 5 or more this turn. 5 cost or more doesn't really matter as we can still play 4 cost or less Characters if needed.
OP15 Brook doesn't untap DONs, but can untap our Characters instead, allowing our Characters to attack one more time for turn. Brook has 2 effects, the first effect works on play, rest 1 of your opponent's cards. The second effect is an activate main, you may trash this Character, if your Leader is SH type, untap 1 of your 8 cost base or less Characters. You can untap any Characters in this build as I am only running up to 7 cost.
Lastly, Charlestone is an important Event, especially when you have low active DONs. The counter effect is your Leader or 1 of your Character gains 4k power for the battle. Then, you may discard 1 card to untap up to of your 3 DONs. So if you only have 2 untap DONs to use, you can play this card to get 3 more DONs for your Leader's effect. The trigger effect is rest your opponent's Leader or 1 of their 3 cost or less Characters.
Prevention
Here, we have 2 cards that can stop your opponents. OP15 Laboon can protect some of our Characters from your opponent's effects, but won't be able to protect our high power Characters. The effect is if your 7k base power or less Character would be removed by your opponent's effects, you may rest 2 of your cards instead. We do have a lot of DONs untapper, so this will go well with Laboon's effect if we need to protect some Characters as this effect is not once per turn.
I'll Go All Out is a SH card which can easily be searched out from the deck. The main effect is you may rest 2 DONs, 2 of your opponent's rested 7 cost or less Characters will not become active during your opponent's next Refresh Phase. This will only cost you 3 DONs altogether which will be useful if you have a full field or used OP13 Luffy's effect this turn. The counter effect is your Leader gains 3k power for the battle.
Searchers
No OP13 Garp in this build as there are a few low cost cards you won't be able to search with Garp, so we will be sticking with SH searchers. Both EB02 and OP01 Nami has the exact same effect which works on play, look at the top 5 cards of your deck, reveal 1 SH card except Nami and add it to your hand. Then, place the rest at the bottom of your deck in any order.
ST31 Sunny is a Stage card and can go very well with the Leader's effect. Sunny has 2 effects, the first effect works on play, look at the top 5 cards of your deck, reveal up to 1 SH card and add it to your hand. Then, place the rest at the bottom of your deck in any order. As you know, our Nami searchers won't be able to search for Nami especially OP14 version, but Sunny can. The second effect is an activate main, you may rest this Stage, attach 1 rested DON to 1 of your Luffy cards. This will let you make your Leader active, without the need of needing active DONs.
Straw Hat Supports
As for the rest of the SH supports, they are mainly the same as my previous build, but I have also added ST31 Luffy. ST21 Sanji can be useful in this deck, especially when we are running some beat sticks like EB04 Zoro and ST31 Luffy who will make your opponent to use counters from their hand. The effect works on play, select 1 of your 6k power or more SH Character. When the selected Character attacks during this turn, your opponent cannot activate Blockers. What's more is Brook can untap your beat stick Characters, and if you are going for the final push, this effect could be deadly.
EB04 Zoro is another card that can power up your Leader rather than relying on your Leader's effect during your opponent's turn. Zoro has 2 effects, the first effect works on play, your Leader gains 2k power until the end of your opponent's turn. The second effect is an activate main, if your opponent has 8k power or more Character, this Character gains Rush Character. You may struggle to use the second effect, so you want to mainly focus on the on play effect.
ST31 Luffy has a great effect, especially when we are mainly playing SH cards to the field. Luffy has 2 effects, the first effect will require you to have 3 attached DONs on the field to gain Rush. You can ignore this effect if you want to as I am mainly aiming for the second effect. The second effect works on play, for every SH card on your field, 1 of your opponent's Characters loses 1k power for the turn. The more SH cards you can get on the field, the more power 1 of your opponent's Characters loses, and this can include Leader and Stage card.
Dead Man's Game is mainly for the rest effect as we don't have any other rest effects in this build. The main effect is you may rest 3 DONs to rest up to total of 2 of your opponent's Characters or DONs, costing you 4 to play altogether. The counter effect is your Leader gains 3k power for the battle.
