Luffy & Ace being a 6k Leader starting with 4 Life cards is useful, but there are also restrictions for this deck and that is not being able to use 7k power or more Characters. As you know 7k or more Characters mainly have stronger effects, so sticking with 6k and below would means we can only focus on certain cards and don't have a Character that could put a threat against your opponents.

How it Works?
This build doesn't requires you to run just Luffy and Ace in this build as not all of them will have great effects, so instead, I've decided to add other 6k power Characters to the build as some of the cards only works with 6k base power. You will only need Luffy and Ace on the field if you want to use the ST30 Event, Can you Still Fight? as the extra draw power is always useful.
I wouldn't worry too much about not having enough counters from some of our 6k power Characters because Ivankov will be able to discard those cards for the extra draw power, to draw the cards you need.
Rush
Ironically, all of these Rush cards are from starter decks and they all have 6k base power which is the maximum we can go up to. ST30 Luffy has 2 effects, the first effect works on play, you may rest 1 of your DONs, this Character gains Rush. Technically, this will cost 5 to play if you want the Rush ability active. The second effect works when attacking, rest 1 of your opponent's Blockers. This will depends on the field as not all decks will be running Blockers in their build, but what I do like is that we can rest any Blockers we want.
ST30 Ace pretty much has the same on play effect as Luffy which is you may rest 1 of your DONs, this Character gains Rush, as both of these cards are from the same starter deck. Only the second effect will be different and Ace also works when attacking, 1 of your opponent's Characters loses 1k power for the turn. 1k power is not a lot considering this deck doesn't have power reducers, but can make a difference when attacking into 7k Characters.
ST21 Luffy has Rush already so we don't need to pay any cost for the ability. The main effect works when attacking, attach 1 rested DON to your Leader or 1 of your Characters. As you know, since we are restricted to 6k power and below, we will have to rely on attaching DONs to power up our cards.
ST15 Ace only gains Rush if we have including WB Pirates type for our Leader and Luffy & Ace also has WB Pirates type which is useful. Although, the effect won't do much as it is more of a defensive effect. The effect is if this Character would be removed from your opponent's effects, reduce this Character's power by 2k. Basically, you won't lose any power as our Leader will already power Ace up to become 8k power, so even if we use this effect, we will just go back to our base power.
Searchers
For this type of build, you want to use specific searchers rather than focusing on the types. ST30 Inazuma is our main searcher as the effect works on play, look at the top 5 cards of your deck, reveal one 6k power Character and add it to your hand. Then, place the rest at the bottom of your deck in any order.
We can only use OP16 Ace's search effect as the other effect doesn't really work in this build since I am not running 8k power Characters. The effect works on play or on KO, look at top 5 cards of your deck, reveal 1 Luffy or 1 type including WB Pirates card and add it to your hand. Then, place the rest at the bottom of your deck in any order. You can look for Ace as well as Luffy as we are not just restricted to Luffy with Ace searcher.
Prevention
There are not a lot of cards to fit to stop your opponents from doing what they want. ST30 Buggy is a Blocker but just like Inazuma, this card works with very specific card rather than types. The effect is if your 6k base power Character would be removed from your field by your opponent's effects, you may rest this card instead. Buggy will be able to protect most of the cards in this build.
I've added OP08 Carrot because of the 6k power, and of course, you could also use Bonney either OP12 or OP07 version, as those cards also works very well in this build. Although Carrot gives me more constant effect to use. The effect works on play or when attacking, up to 1 of your opponent's 7 cost or less rested Characters will not become active during your opponent's next Refresh Phase. You could potentially trigger this effect twice as I am also running OP16 Brook who can untap Carrot to attack again.
OP14 Persona is mainly optional, the effect could come in handy, but can easily be replaced if you don't like Perona. Perona has 2 effects, the first effect works on play, up to 2 of your opponent's 5 cost or less Characters cannot be rested until the end of your opponent's turn. This effect can be useful as not just stopping your opponent's attacks, but your opponent's Blockers too. The second effect works on KO, you may rest 1 of your cards to play 1 green 5 cost or less Character from your hand. This will depend on which green cards you have in hand.
I'll Go All Out is just like Carrot but we can target 1 more Character, but if you got both cards, you can stop a few of your opponent's attacks. The main effect is you may rest 2 DONs, 2 of your opponent's rested 7 cost or less Characters will not become active during your opponent's next Refresh Phase. This will only cost you 3 DONs altogether, slowing your opponent's attacks. The counter effect is your Leader gains 3k power for the battle.
Draw
Draw power will be important as we don't really have big drop in this build, so we can use up our hand very easily by playing mid to low costs. ST30 Ivankov is a card where you need to maintain at least 2 cards in your hand, or you won't be able to use the effect. The effect works on play, you may reveal two 6k power from your hand to draw 3 cards and trash 2 cards from your hand. In the end, you only get +1 in your hand, but if you have plenty of non counters in your hand, you will be able to get rid of those cards.
Can You Still Fight will works the best if you can get both Luffy and Ace on the field, otherwise, you will only be using part of the effects. The counter effect is your Leader or 1 of your Characters gains 3k power for the battle. Then, if you have Ace and Luffy with 6k base power, draw 1 card. This is also why I am mainly only running 6k base power Luffy and Ace as you want to trigger this effect easily.
The Supports
For the rest of the supports, ST30 Galdino is a key card in this build. The effect is an activate main, you may rest this Character, attach up to 2 rested DONs to 2 of your 6k base power Characters. As you can see, this will make our attacks can swing more power, so you don't have to rely on the active DONs.
OP16 Luffy is only in the deck for the requirements and the name as we won't be able to use parts of the effect unless you run to run 8k power in the build. You will be able to use the other effect which is if your Leader includes Ace in their name and you have 6 or more DONs, reduce this card's cost in your hand by 2. So you could play Luffy for 2, but will need to wait until you have 6 DONs.
OP15 Brook will be very helpful in this deck, as we don't have any big drop Characters, so we will need to rely on chipping away your opponent's cards. Brook has 2 effects, the first effect works on play, rest 1 of your opponent's cards. The second effect is an activate main, you may trash this Character, if your Leader is SH type, untap 1 of your 8 cost base or less Characters. This shouldn't be much of a problem as we don't really have high cost power in the build.
OP13 Law can help you recycle some of your low cost cards on the field with better costs. Law has 2 effects, the first effect is if you have 1 or less Life cards, this Character gains Blocker. You do not have to aim for the Blocker ability, the Blocker ability is just a little bonus. The second effect works on play, you may return 1 of your Characters to the owner's hand to play one 5 cost or less Characters from your hand at rest. Unfortunately, you will be playing the cards rested, but if you play Luffy, Luffy will gains 2k power during your opponent's turn, so you don't have to worry about using too much counters for the rested Characters, or you can play Perona and hope your opponent triggers the effect.
