For some reason, my mind decided to think Krieg was in the next set, but nope, it was in OP15, which leads me to posting this build a bit later. As you know Krieg has a unique style where we focused on attaching your opponent's DONs to their cards. I do like new style to the game rather than focusing on the same stuff. On the bright side, this deck is actually pretty cheap to build if you are looking for budget builds.

How it Works?
I've decided to focus only on EB Characters because of how Krieg's Leader work. You can add non EB Characters, but only if you can get rid of those Characters on the field, so it doesn't hinder Krieg's effect. The extra power reducer definitely help in weaken your opponent's attacks as well as I am running cards like Electrical Luna and All Out from the Very Start to stop your opponent's from attacking.
You do need to attach DONs to your opponent's Characters if you want to trigger these card's effects. Of course, if they can attach DONs to their own Characters, we won't be needing these effects, and would make everything a lot easier. This is why Krieg's effect is needed in order to make your opponent's power up their Characters to hit our cards.
Attaching DONs
When it comes to attaching DONs, we usually think about our own DONs, but for this build, you want to focus on attaching your opponent's DONs. Meowban Brothers is our 1 drop and the option is up to you to play this card or not as we do have a 2k counter on this card. The effect works on play, if your Leader is EB type, attach 1 DON from your opponent's DON area to 1 of their Characters.
OP15 Arlong is a card that can put pressure against your opponents, but it also depends on how many Characters they have on the field. Arlong has 2 effects. The first effect works on KO, up to 2 of your opponent's rested cards will not become active during your opponent's next Refresh Phase. This can stop any cards if your opponent decided to KO this card. The second effect is an activate main, once per turn, you may attached 1 of your opponent's rested DONs to 1 of their Characters. Then, attach 1 DON from the owner's area to their Leader or 1 of their Characters. We can trigger Krieg's Leader effect more easily with this card.
Another card that can also trigger Krieg's Leader is Alvida, but Alvida can only target rested DONs which is not good as Arlong who can also target active DONs. Alvida has 2 effects, the first effect is if this Character would be KO'd, you may trash one 6k power or less from your hand instead. This is not once per turn, so as long as we have the Characters, we can keep protecting Alvida. The second effect is an activate main, once per turn, you may attached 1 of your opponent's rested DONs to 1 of their Characters. Then, attach 1 rested DON from the owner's area to their Leader or 1 of their Characters.
OP15 Kuro is a 7k Blocker, but you will need your other attaching DONs to make Kuro effective. The effect works on play, attach 2 of your opponent's DONs from the cost area to 1 of their Characters. Then, at the end of the turn, 1 rested Character with 3 or more DONs will not become active during your opponent's next Refresh Phase. This is easy to pull off as we also have Krieg Leader who can rest your opponent's Characters.
OP15 Krieg is the only major beat stick in this build. Krieg has 2 effects, the first effect works on play, attach up to 3 of your opponent's rested DONs to 1 of their Characters. Then, this Character gains Rush. This doesn't looks like much, but we do have a second effect. the second effect is an activate main, once per turn, if this Character was played, reduce all of your opponent's Characters power by 1k during this turn for every DONs attached to that Character. This second effect will require your other cards to attach DONs so we can make it easier to swing into those Characters.
Searchers
We are currently lacking searchers, so hopefully, we could get more EB searchers in future for this build. OP15 Jango is a searcher, but also has an additional effect which can be useful. The first effect works on play, look at the top 3 cards of your deck, reveal 1 EB card and add it to your hand. Then, place the rest at the bottom of your deck in any order. What I like about this searcher is that we can look for any cards we want including Jango himself. The second effect is an activate main, you may trash this Character to attach 1 of your opponent's rested DONs to 1 of their Characters.
Who's Strong and Weak is our back up searcher in case we don't see Jango in our opening hand. The effect is look at the top 5 cards of your deck, reveal 1 EB card except Who's Strong and Weak and add it to your hand. Then, place the rest at the bottom of your deck in any order. The trigger effect is draw 1 card.
East Blue Supports
The rest of the EB supports are simple. OP15 Koby can protect most of your Characters except Krieg from effects. The effect is if your 7k base power or less Character would be removed from your field by your opponent's effects, you may reduce your Leader's power by 2k. This is not once per turn, but there is a risk in weakening your Leader too much, makes you use a lot of counters from hand.
OP15 Pearl has 2 effects. The first effect works during your opponent's turn, if your Leader has EB type, this Character gains Blocker and 2k power. If you combined this with Krieg's Leader effect, that 6k Blocker, would be enough to stop a lot of attacks without getting KO. However, you do want to KO this Character for the second effect. The second effect works on KO, if your Leader is EB type, KO 1 of your opponent's 6k base power or less. Unfortunately, this effect won't work with our Leader, but at least we could pull off the removal.
OP15 Mihawk is mainly for the 2k counter as you need your cards who can attach your opponent's DONs to work. The effect works on play, rest 1 of your opponent's Characters with attached DONs. On the bright side, you can rest any Characters you want just as long as they've got DONs attached.
OP15 Gin is our only card with the ability to play Characters for free. The effect works on play, if your Leader is EB type, play one 5 cost or less Characters from your hand. Unfortunately, we don't really have major 5 cost or less Characters than can change the situation around like some decks.
Events
As for the Events, we mainly want cards that could stop your opponent's Characters since I am not running any red Events. All Out from the Very Start has a main effect and counter effect. The main effect is you may rest 2 DONs, up to 2 of your opponent's rested 7 cost Characters or less cannot become active during your opponent's next Refresh Phase, costing you 3 DONs in total, and we could use rested DONs to attach to our Leader or Characters. The counter effect is your Leader gains 3k power for the battle.
Dead Man's Game focus on resting your opponent's Characters, and Krieg Leader might not be enough if we want to get rid of some Characters. The main effect is you may rest 3 DONs to rest up to total of 2 of your opponent's Characters or DONs. This will only cost you 4 to play altogether. The counter effect is your Leader gains 3k power for the turn.
Electrical Luna is another card that can stop your opponent's Characters and would work well with Dead Man's Game main effect if we want to stop your opponent's field from attacking. The effect is all of your opponent's rested 7 cost Characters or less cannot become active during your opponent's next Refresh Phase. Of course, you don't really want to use the effect early as All Out from the Very Start can target those Characters, unless you really need to stop the rush. The trigger effect is rest 1 of your opponent's Characters.
