OP06 Moria got a little bit of supports from OP15 set, but not as great as OP14 Moria since we lost our main cost reducers for this deck. Although, the Block 2 stuff will rotate out next year, so if they do make new cost reducers, it might be too late for this build.

How it Works?
Not much of a change for this build as we need to rely on old cards for this build to work. Cost reducers will still be important so we can trigger our removals, which is why I am running plenty of cost reducers. You still want to mill with this deck as the more mill we can do, the easier to trigger our cards, as well as bringing out more choices to the trash when we have cards like PRB02 Moria who can play cards from the trash.
Cost Reducers
Not much for cost reducers as we only got these cards. I guess you could include OP06 Perona as another cost reducer, but that card also has some other options unlike these cards. Toy Soldier is a nice 2 drop we can use for this build and the effect is an activate main effect, you may trash this Character, reduce 1 of your opponent's Characters cost by 3 for the turn.
I think Hina is a Block 4 card instead of making it to the exception list unless I am remembering this wrong. Anyway, this is definitely a great help to the build since we lack cost reducers in the build. The effect works on play, reduce 1 of your opponent's Characters cost by 4 for the turn. Only works once per card, so the timing would be important if we want to target high cost Characters.
Although, you do have EB01 Laboon when it comes to constant cost reducing, but this card will come at a risk if your opponent doesn't like this card on the field. The effect is an activate main, you may rest this Character to reduce 1 of your opponent's Characters cost by 4 for the turn. As this will need to be rested to use the effect, Laboon will easily become an attack target for your opponents.
Tempest Kick work very well for this build as we have the heavy mill who can easily meet the full requirement of the effect. The effect is draw 1 card. Then, if you have 10 or more cards in trash, reduce 1 of your opponent's Characters cost by 3 for the turn. 10 is not difficult to do in this build with the constant mill. The trigger effect is KO 1 of your opponent's 3 cost or less Characters. Since we lack cost reducers, you want to save this card for the main effect.
Removals
Only 2 removals in this build due to the lack of room as I wanted to fit other cards, but both of these cards need to rely on your cost reducers to work. EB01 Brook can acts as a cost reducer or a removal depending on what you need, but if you can trigger both of them, that would be even better. The effect works on play or when attacking, reduce 1 of your opponent's Characters cost by 1 for the turn. Then, KO 1 of your opponent's 0 cost Characters.
OP06 Absalom can help you to reduce the amount of cards in your trash, so we can keep milling without worrying about decking out. The effect works on play, you may return 2 cards from your trash to the bottom of your deck in any order to KO one 2 cost or less Characters. This card can also be spam from your trash with our Leader's effect, so if Absalom somehow ended up in our trash, it won't matter too much.
Free Play
These are the cards which will let us play Characters for free, especially from the trash area where we will be doing a lot of mills. OP05 Rebecca mainly return cards from your trash, and instead, we play cards from our hand. The effect works on play, add one 3 to 7 cost black Character from your trash to hand. Then, play one 3 cost or less Character from your hand rested.
EB03 Perona is a card that can be very useful for this build. I guess the only downside is that, we don't have a counter, but we can play her from the trash with Moria's Leader effect. I guess she is a 6k Blocker which we can spam if we need defences. The effect works on play, attach 1 rested DON to your Leader or 1 of your Characters. Then, if you have 10 or more cards in trash, play one 2 cost or less TB Pirates Character from your trash as rest. Not many choices we can choose from when it comes to playing Characters, but at least, we can trigger the Leader's effect.
PRB02 Moria is a card I like as we can play any Characters as long as we are running TB Pirates Leader. The effect works on play, if your Leader is TB Pirates, play one 4 cost or less Character from your trash rested. Then, attach 1 rested DON to your Leader or 1 of your Characters. Of course, this is similar to EB03 Perona, but cost 6 to play instead of 4, but we could choose our cost reducers to play if we need those cards on the field.
Thriller Bark Pirates Supports
The rest of the TB Pirates supports is pretty much the same as my previous build. OP06 Cindry is to increase the mill of the deck, once you've got the mill set up, then, we can use her for the 2k counter. The effect works on play, if your Leader is TB Pirates, mill the top 5 cards of your deck.
OP15 Perona is the only new card I've decided to add as most of the OP15 TB Pirates stuff have on KO effect which works best with OP14 Moria but not OP06 Moria. The effect is if your 7k base power or less would be removed from your field by your opponent's effects, you may trash 1 card from your hand instead. The trashing is definitely useful as we could get some cards we need to the trash, but at the same time, this deck doesn't have the draw power, so if we keep trashing, you could easily not have the counters to protect your cards.
OP06 Dr Hogback mainly focuses on returning cards from your trash to your hand which is definitely useful as we are doing a lot of milling. You could end up milling the cards you actually need. The effect works on play, you may return 2 cards from your trash to bottom of your deck in any order to add 1 of your TB Pirates card except Dr Hogback from your trash to your hand. Just like Absalom, we can spam Hogback, reusing that effect to get more TB Characters to your hand as well as reducing the number of cards in your trash.
OP06 Perona is optional, but the 2k counter and 5k beat stick could come in handy, especially when we can play 4 cost from our trash. The effect works on play, if your opponent has 5 or more cards in their hand, you can make your opponent trash 1 card from their hand, or reduce 1 of your opponent's Characters cost by 3 for the turn. Both could be useful, but it depends on what cards you have got on the field.
