Technically, this build will be more of a yellow build than having some black cards, as there aren't many black cards that could work with ST13 Luffy. There are some black Straw Hats in OP15, but for this build, it won't work with those cards as ST13 Luffy is designed different than other Luffy Leaders.

How it Works?
For this build, we want to reduce our Life cards so you don't actually want Life gain or you won't be able to trigger the Leader's effect easily. If you can get 0 Life cards, we can easily trigger the kids effects. The more you can pull off the less counters we need to protect our Leader.
OP15 Luffy can be useful in this build as it means we've got extra Rush to attack your opponent's cards along with Ace, and OP15 Luffy with the Leader's effect can work very well together as it guarantee a 5 cost in your Life area, so that will be at least 12k beat stick if your opponent decided to use Blockers or Events.
Removals
There's not many removals as we've only got these cards in the build. OP11 Zeus is one of the key cards in reducing your Life area as we want to get to 0 as soon as possible. The effect works on play, you may add the top or bottom of your Life cards to your hand to KO 1 of your opponent's 5 cost or less Characters. We also have 2k counter on this card which is useful for defence as well if we don't need the effect.
EB03 Nami mainly targets your opponent's Life area, but the on play effect might be useful for this build. Nami has 2 effects, the first effect works on play, attach 1 rested DON to your Leader. Then, if your opponent has 3 or more Life cards, add the top card of your opponent's Life area to their hand. We would need another DON to trigger the Leader's effect, but at least we can reduce your opponent's Life area. The second effect works on KO, you may turn the top card from your Life area face up to play one 6k power or less Character from your hand. This might be not as useful since we will be maintaining 0 Life cards, so your opponent can easily KO this card.
OP07 Luffy is a nice 5 drop that works with our kid versions and also very easy to pull off the effect as we are reducing our Life area. The main effect is an activate main, you may trash this Character, if your Life cards is 2 or less, KO 1 of your opponent's 4 cost or less Characters, then, draw 1 card. You would want to attack with this card first before using the effect, unless you really need the draw and KO effect. The trigger effect is KO 1 of your opponent's 4 cost or less Characters, this is similar to the main effect but without the draw power.
Draw
The draw power will also plays a major role as this will be easier to get the cards we need. EB01 Flampe is another card that can reduce our Life area. The effect works on play, you may add the top or bottom card of your deck to your hand to draw a card. Technically, we will be getting 2 cards in our hand, 1 from Life area and 1 from deck, giving you a nice hand size.
OP04 Sabo made an exception to the rotation list which is why I am running this card as the effect could be useful for set up whilst also being a 6k Blocker. The effect works on play, none of your Characters can be KO'd by effects. Then, draw 2 cards and trash 2 cards from your hand. We can set up the 5 drop for Luffy Leader's effect as some of the cards doesn't have counters.
OP12 Sabo can work great in this build as this is another card that can reduce our Life area. Sabo has 2 effects, the first effect is if you have 3 or less Life cards, this Character gains +3 cost and Blocker. The second effect works on play, you may add the top card of your Life area to your hand to draw 2 cards and trash 1 card. This is optional, so if you don't have enough Life cards, we will just be playing this for the Blocker ability.
Free Play
These are the cards that can play some cards for free. 3 of them plays a key role for our Leader whilst the other can let us play these kids. All of these cards have similar effect and they have an activate main effect. You can trash them to reveal the top Life card, Luffy will play 5 cost Luffy, Ace will play 5 cost Ace and Sabo will play 5 cost Sabo. If you do, your Leader will also gain 2k power until the end of your opponent's turn. We can stack the power, so your opponent will need to have major beat sticks to get through our Leader.
PRB02 Ace is a great help for this build as the effect specifically works with this build. The effect works on play, if you have a face up Life card, play one 2 cost Sabo, Ace or Luffy from your hand or trash. You will need to play 5 cost Ace first so we can trigger the on play effect before you play your second 5 cost Character to the field, so we can reuse the kids effect again, powering up the Leader.
Rush
Rush will be very helpful as it will make this deck more aggressive, especially when we are reducing our Life area, so we do want to reduce your opponent's Characters if we can. OP15 Luffy is a nice 5 drop that could work with this build. Luffy has 2 effects, the first effect is if you have 6 or more DONs, this Character gains Rush. The second effect works when your opponents activate an Event or Blocker, reveal the top card of your Life area, this Character gains 1k power for the turn per cost revealed on that card. The only downside is that you don't want to play your second 5 drop only if you finished attacking, so we can get a chance to power Luffy.
ST13 Ace has a very simple requirement, and if you can reduce your Life cards, then Ace could be play really early to the field. The effect works on play, if you have 2 or less Life cards, this Character gains Rush. 2 or less is not difficult to do for this build, but it does depends if you draw your cards to reduce your Life cards or not and not rely on your opponent's attacks.
The Supports
The supports are the same as the previous build where we have the searchers and Hiyori to place our cards. ST13 Garp works on play, look at the top 5 cards of your deck, reveal one 5 cost or less Sabo, Ace or Luffy and add it to your hand. Then, place the rest at the bottom of your deck in any order.
OP06 Hiyori will be able to help you trigger the kids effects more earlier than relying on the Leader's effect. Plus, we can also trigger OP15 Luffy's effect by placing the right cards on top. The effect works on play, add the top or bottom of your Life cards to your hand. Add 1 card from your hand to the top of your Life area.
3 Brothers Bond is still the only Event I've decided to run as the others doesn't really help that I've tried. The effect works exactly as ST13 Garp, look at the top 5 cards of your deck, reveal one 5 cost or less Sabo, Ace or Luffy and add it to your hand. Then, place the rest at the bottom of your deck in any order. The trigger effect is activate this card's main effect.
