Lucci is a bit difficult to upgrade because most of the cost reducers are from Block 1, and we rarely got any new cost reducers after that. Even if we did get new cost reducers, they mainly go in specific decks, so they couldn't be use in any builds like other new cards. This was quite difficult to update, but I will see what I can do as we do have new CP cards from EB04 set, so I want to make it work.

How it Works?
This deck focused heavily on mill, the more we can mill, the better for EB04 Lucci to become a major beat stick. As there are not much cost reducers, I've maximised most of the removal cards, except Stussy as she cost 9 to play. I've also maintain a low cost build because of EB04 Kaku who can protect our low cost Characters rather than running high costs. Although, not like the high cost could do much in this deck, maybe Jack.
Cost Reducers
As there are not much cost reducers, this is all can find combining with the Leader's effect. Hopefully, they could be enough to take out some high cost Characters. Alpha has a 2k counter, so even if we are not using the effect, the 2k counter will be useful. The effect works on play, you may mill the top 3 cards of your deck, reduce 1 of your opponent's Characters cost by 1 for the turn. 1 is not a lot so we might not be able to take out your opponent's Characters with this effect.
Toy Soldier is another card with 2k counter, but we can play this on the field and use the effect when the time is right. The effect is an activate main, you may trash this Character, reduce 1 of your opponent's Characters cost by 3 for the turn. 3 can make a difference, especially if we combined with our Leader's effect, reducing the Character's cost to 4 in total.
ST06 Hina is one of those cards where she will be treated as Block 4, which is why I am running this card in the deck. Any possible cost reducers will help this build. The effect works on play, reduce 1 of your opponent's Characters cost by 4 for the turn. 4 is better, but unfortunately, this is an on play effect, so you want to wait, unless you need a 5k beat stick on the field to swing at.
EB01 Laboon would be a card that will be better over Hina, but also has a weakness. The effect is an activate main, you may rest this Character to reduce 1 of your opponent's Characters cost by 4 for the turn. We will be losing a 5k beat stick when we use this effect, and this card can also becomes an attack target once rested, because I doubt your opponents will happily let you spam this effect.
Lastly, Tempest Kick is an Event, but only works if you put in the mill and won't be very effective without the mill. The effect is draw 1 card. Then, if you have 10 or more cards in trash, reduce 1 of your opponent's Characters cost by 3 for the turn. You can use this card early, but you would only get the draw, but if you wait until you got 10 cards in trash, then, we can start targeting your opponent's Characters. The trigger effect is KO 1 of your opponent's 3 cost or less Characters. Since we lack cost reducers, you want to save this card for the main effect.
Removals
These are our removals as 2 of these cards won't be needing cost reducers to work which can be good and bad thing depending on the cost. EB01 Brook can act as a cost reducer or a removal, but for this build, we mainly acts like a cost reducer unless we can combined with our cost reducers to make Brook shine. The effect works on play or when attacking, reduce 1 of your opponent's Characters cost by 1 this turn. Then, KO 1 of your opponent's 0 cost Characters.
OP07 Stussy will allow us to KO any Characters we want which is important especially without the main cost reducers in the build. The effect works on play, you may trash 1 of your Characters to KO 1 of your opponent's Characters. The downside is definitely needing to trash our Characters, but I guess we can play Stussy after we attacked with our Characters so we don't lose out much on the attacks.
Finger Pistol will work the best with our cost reducers. The effect is you may mill the top 2 cards of your deck to KO 1 of your opponent's 5 cost or less Characters. Combined with Hina or Laboon, we could target 9 cost Characters, but if you want to target 10 drop, then, you will need another cost reducer like the Leader's effect. The trigger effect is activate this card's main effect
Yellow Lotus has a restriction compare to Finger Pistol, but can also acts like a good backup removal if we need to remove certain cards on the field. The effect is you may mill the top 2 cards of your deck to KO 1 of your opponent's 5 cost base or less Characters. We can only target base cost Characters which will be useless with cost reducers, but the effect is the same as Finger Pistol except base cost restrictions. The trigger effect is activate this card's main effect.
Dressrosa Supports
As we are milling cards, the 2 best cards for this deck will be the Dressrosa stuff where we can return certain cards from our trash to hand, so those cards won't be gone for long in your trash. OP05 Mansherry has an active main effect when you pay 1 DON, rest this Character and place 2 cards from your trash to bottom of your deck in any order. Add one 3 to 5 cost black Character from your trash to your hand.
OP05 Rebecca is a 0 power Blocker, but this won't matter too much as I am mainly aiming for the effect rather than the Blocker. The effect works on play, add one 3 to 7 cost black Character from your trash to hand. Then, play one 3 cost or less Character from your hand rested. Not only we get to add Characters back to our hand, but we can also play our low costs Characters like Hina to trigger their on play effects.
Cipher Pol Supports
There's not a lot of CP supports, but the main reason is that I didn't want to focus on CP as there are other cards for this build that can be more useful than CP stuff. EB04 Kaku can acts as a great protection as well as having a 2k counter. Kaku has 2 effects, the first effect is if your black 5 cost base or less Character would be KO'd by your opponent's effects, you may place 3 cards from your trash to bottom of your deck instead. This will be very useful as we are doing a lot of milling in this deck, and the longer the game, the easier we can deck out. The second effect works on play, mill the top 2 cards of your deck.
EB04 Lucci is the reason why I am running a lot of mill cards in this build, as the more mill we can do, the more deadly this card becomes. Lucci has 2 effects, the main effect is if your Leader includes CP type, this Character gains 1k power and +2 cost for every 5 cards in your trash. If you can get 10 cards in your trash, that's 2k power and +4 cost, but getting at least 15 would make this card a decent beat stick on the field. The second effect is you may trash 1 Character to draw a card. Unfortunately, we will be sacrificing a Character, but at least, we can build up the trash.
