I think we have CP supports in the next part of EB04 who will be in OP15 set, so for now, we will stick with what we got for Lucci. It is not like CP supports matter as I am not running a lot of CP cards in this build. I am mainly running cards that can go very well with Lucci's mill and 1 of the card in OP14 set could work with this Leader.

How it Works?
I am not running the CP engine in this build as I am focusing on utilising Lucci's mill, so we can trigger the rest of the deck effects. Personally, you need to get at least 10 cards in trash which will trigger the entire deck effect. You can still use Lucci Leader's effect even if your opponent doesn't have Characters for us to target as we want as much cards as possible to trash. I also wouldn't worry about milling too much cards as we've got Mansherry and Lucci who can return cards from trash to bottom of the deck.
The deck is filled with cost reducers, the more cost reducers we have, the easier to KO your opponent's Characters no matter what cost they have on the field. The only exception is Mars who can only KO base cost 5 or less, but the other removals would work best with your cost reducers.
Cost Reducers
I am going back to old style where we are running as much cost reducers as possible for the deck, so the more cost reducers you can get on the field, the easier we can reduce your opponent's Characters, especially when some of the cards in the deck need to target low cost Characters to KO with. OP02 Tsuru is our nice 1 drop we can use in this build. The effect works on play, reduce 1 of your opponent's Characters cost by 2 for this turn. Of course, there's a 2k counter we can use if we don't need to play her to the field.
Another 2k counter is Toy Soldier, but unlike Tsuru, Toy Soldier has an activate main effect, so we can wait for the timing to use the effect and don't need to have DONs to play this card. The effect is you may trash this Character to reduce 1 of your opponent's Characters cost by 3 for this turn. 3 is a bit better than 2 as we could at least target 4 cost Characters, and don't need multiple cost reducers to reducer the cost to certain number.
Of course, another activate main effect is ST06 Tashigi, but Tashigi pretty much has the same effect as Tsuru which is, by resting this Character, reduce 1 of your opponent's Characters cost by 2 for this turn. There's a downside to the effect and that is being a 4k base power, your opponent can easily target this card for an attack, unless we can constantly wipe your opponent's Characters, leaving the Leader being the only card they can attack with.
I am running ST06 Hina, but Hina is personal preference, as you could run 4 Tashigi in the build since we do have a lot of non counters in the deck, which can be a bad thing if we end up drawing all of them. Hina works on play, reduce 1 of your opponent's Characters cost by 4 for this turn. You can play Hina using Rebecca's effect so we have a Blocker and a 5k beat stick on the field.
Moving on to the main cost reducers, 4 drop Kuzan. Kuzan is pretty good as the cost reducer is not one time use only, so as long as we can keep Kuzan on the field, we can target your opponent's high cost Characters. Kuzan has 2 effects, the first effect works on play, draw 1 card. The second effect is the main effect we are after. The effect works when attacking, reduce 1 of your opponent's Characters cost by 4 for this turn.
EB01 Laboon is a backup in case we don't draw Kuzan, plus Laboon also have a counter which is very nice if we need to stop some of your opponent's attacks. The effect is an activate main effect, you may rest this Character to reduce 1 of your opponent's Characters cost by 4 for this turn. Unlike our 4 drop Kuzan, we can use the cost reducer as soon as Laboon hits the field, but of course, like Tashigi, protecting Laboon would be the main problem as we need counters if we don't have Blockers on the field.
Lastly, 10 drop Kuzan, if you can get 10 drop Kuzan on the field, we won't be needing to play as much cost reducers, or we can target your opponent's high cost Characters much easier without the need of multiple cost reducer effects. Just like his 4 drop version, we've got 2 effects. The first effect works on your turn, reduce all of your opponent's Characters cost by 5. This is a continuous effect, so if we can get him to the field, it would be a great help to the set up. The second effect works on play, KO 1 of your opponent's 0 cost Character.
Removals
The amount of cost reducers is mainly to set up for these cards and 2 of these cards are constant removal as long as they stay on the field. EB01 Brook is the best removal as the effect works on play or when attacking, reduce 1 of your opponent's Characters cost by 1 this turn. Then, KO 1 of your opponent's 0 cost Characters. Not only we get to KO your opponent's Characters, but Brook can also acts as an extra cost reducer if needed.
OP05 Lucci will be needed as this card will help us prevent from decking out, plus this card would work the best with 10 drop Kuzan. The effect works on play, you may place 3 cards from your trash to the bottom of your deck in any order, KO 1 of your opponent's 2 cost or less Characters and 1 of your opponent's 1 cost or less Characters. The reason why we need 10 drop Kuzan is that Kuzan can reduce your opponent's field by 5, making Lucci's KO effect much more easier than using multiple cost reducers.
Mars is a just a Blocker, but this can only gain Blocker if you have 7 or more cards in trash, this is not difficult to do for this deck who has the mill. But what I am also after is the main effect. The effect works on play, KO 1 of your opponent's base cost of 5 or less Characters. Unfortunately, this effect doesn't work with cost reducers, but at least we can still KO Characters whilst having a Blocker on the field.
Lastly, OP08 Jack is one of the card along with Brook where we have constant removal as long as he stays on the field. Jack has 2 effects, the first effect is that this Character gains +4 cost, making him an 11 cost Character on the field. The second effect is an activate main effect where we rest this Character to draw 1 and trash 1 card from your hand. Then, KO 1 of your opponent's 3 cost or less Characters. The hand filter effect will be very useful as I've got plenty of non counters in the build.
Returning
With mill, we will end up milling some cards we need which is why I am running these 2 cards, so we can choose the cards from the trash. OP05 Mansherry has an active main effect when you pay 1 DON, rest this Character and place 2 cards from your trash to bottom of your deck in any order. Add one 3 to 5 cost black Character from your trash to your hand. Most of the key cards in this build are between 3 and 4, so having this effect will be very useful.
Unfortunately, Mansherry only targets low cost Characters, and if you need cards like Jack, OP05 Rebecca will be the job. The effect works on play, add one 3 to 7 cost black Character from your trash to hand. Then, play one 3 cost or less Character from your hand rested. Not only we get to add Characters back to our hand, but we can also play our low costs Characters like Hina to trigger their on play effects.
Events
The only reason why this is name OP14 build was because of the new Event Ground Death from OP14. Technically, any builds that have mill can run this card as the effect is very useful in stopping some of your opponent's certain cards. Both cards will need to have 10 cards in trash in order to use their full effects. Tempest Kick is another cost reducer, but there are timing to use this card unlike our main cost reducers. The main effect is draw 1 card, then if you have 10 or more cards in trash, reduce 1 of your your opponent's Characters cost by 3 for this turn. As you can see, you need to have 10 or more cards in trash, or otherwise you would only get the draw. The trigger effect is KO 1 of your opponent's 3 cost or less Characters.
Ground Death is an Event that can work in this build because of the mill, and both of the effects will be very useful depending on the situations. The main effect works by resting 2 DONs, negate the effect of 1 of your opponent's 5 cost or less Characters. Unfortunately, we can only target 5 cost or less, but that will be enough as we can get around protection effects and shutting on KO effects. The counter effect is if you have 10 or more cards in your trash, your Leader or 1 of your Characters gains 4k power for the battle.
