Not much of an update for Queen as there's only 1 card from OP13 set that could work with Queen's effect. The deck is still a defensive deck, and going all defensive can be difficult especially if your opponent is playing a really aggressive deck, whereas this build mainly focus on high cost Characters to work. Although, the major update was from OP12 set, and I forgot to update this deck then, so OP13 is optional for the build.

How it Works?
We want to be as annoying as possible by stalling for time. Of course, in a time management game, this deck won't work as we won't be able to finish the match unless your opponent is playing an aggressive build. There are a lot of Blockers since we want to get our high cost Character to the field. There's not a lot of trigger effect cards in this build even though I am running plenty of cards who can check the top cards, due to the lack of spaces in the build for the key cards I want to run in the deck. There are a lot of Life gain, so you wouldn't need to worry about waiting for Queen's effect to pop off as we can use some of our early Life gain cards to stall for time.
Checking the Deck
Both Queen and Sanji will be utilising the top cards of our deck, and instead of being a luck base, we will need these cards to arrange the top cards in any order we want so we can hit trigger effects easily. OP01 Perona, Doffy and X Drake have the exact same effect with the only exception that Doffy and X Drake are Blockers. The effect works on play, look at the top 5 cards of your deck and place them at the top or bottom of your deck in any order. 5 cards will last you quite a bit if you can remember the order you have put it on top so we can utilise our effects.
ST12 Duval on the other hand is not that good, you can run this card or replace it if you want to. Duval is a 1k Blocker with an on play effect which is look at top 3 cards of your deck and place them on top or bottom of your deck in any order. This card is mainly when we have 8 cost or more on the field so we could use Queen's effect and put cards into the Life area.
Life Gain
Thanks to these cards, we can pull off early Life gain without the need to use Queen's effect, but 2 of these cards have specific requirement for the Life gain. EB01 Shirahoshi is a 0 power Blocker with an effect, when this Character is KO'd by your opponent's effects, add the top card for your deck to top of your Life area. This would make your opponent think twice before using KO effects on your Characters.
Another 0 power Blocker is OP13 Hiyori, and Hiyori is a card that works on KO, reducing your opponent choices, although I do like Hiyori more as the on KO works with the Blocker ability. The effect is you may trash 1 card from your hand, if your Leader is multicoloured, add the top card of your deck to top of your Life area. The discarding is really useful as Queen hates hand size, so the lower the hand, the more easily you could trigger the Life gain ability.
I am debating whether or not to run more Kiku because this is a 6k beat stick only costing you 4, but the effect may not work in Queen build where we lack attacking. The effect works on KO, if your opponent has 3 or less Life cards, add the top card of your deck to top of your Life area. Getting your opponent down to 3 or less Life is difficult, considering we want to get our big drop Characters by stalling for time, but if we can see Kiku in the late game, then, the effect would be good. The trigger effect is if your opponent has 3 or less Life cards, play this card. Again, this will require timing to work.
OP12 Kuma is a great addition to the build because this is another card that can discard card from your hand reducing your hand size to use Queen's effect as soon as possible. Kuma has 2 effects, the first effect works on play, you may trash 1 card from your hand, add the top card of your deck to top of your Life area. Then, this Character gains +2 cost until the end of your opponent's turn. The +2 cost will make Kuma an 8 drop Character easily reaching Queen's requirement without the need of having a 8 drop or higher on the field. The second effect works during your opponent's turn and on KO, add the top card of your deck to top of your Life area.
Removals
We have all sort of removals in this deck, from hand to field or Life area depending on which one you play. OP06 Pudding will be important for this deck as we won't be doing a lot of attacking even though we can attack with our Leader, so your opponent could generate a large hand size as they won't be using a lot of counters. The effect works on play, your opponent return all cards from their hand to their deck and shuffles their deck. Then, your opponent draws 5 cards. This will help to reduce your opponent hand size easily so we could break through with our high cost Characters.
Gedatsu is another card will be useful unless we've got our high cost Characters on the field already, as we won't be putting much of threat even in the mid game, so we could maximise Gedatsu's targeting effect. The effect works on play, KO 1 of your opponent's Characters with cost equal or less than your opponent's Life cards. If they have Life gain, that would be even better for Gedatsu as we could increase our cost target.
OP10 Kid is really useful as we won't have to swing at your opponent's Leader to reduce your opponent's Life cards. This would take time especially when this deck is very slow to take off. OP10 Kid has 2 effects, the first effect works on play, you may rest this Character to trash the top card of your opponent's Life area. This will help to reduce your opponent's Life cards sooner rather than waiting for our Characters to hit. The second effect works at the end of your turn, if your opponent has 2 or less Life cards, draw 1 and trash 1 card from your hand.
I've put OP04 Yamato in the removal section since the effect is removal first and only gain Life cards if we've reach certain requirements. The effect works on play, KO 1 of your opponent's Characters with cost equal or less the the total cards in both player's Life area. Then, if you have 1 or less Life cards, add the top card of your deck to top of your Life area. We need to have 1 or less Life cards for the Life gain ability to work, and if you've got 0, it would be even better as we can use Queen's effect then to add another card to the Life area.
The Supports
The supports are very simple with OP04 Bege having a simple trigger effect which is 1 of your opponent's Leader or Characters cannot attack for this turn, reducing the number of attacks your opponent can do. ST03 Hancock is just a 1k Blocker with a trigger effect that allow us to play this card. You do want to trigger Hancock's trigger effect rather than hard playing if you can.
Finally, we have another main card of the deck, OP06 Sanji which will need to rely on our deck checker to make the full use of the effect. The effect works on play, reveal the top card of your deck, play one 9 cost or less Character other than Sanji. Then, place the rest at the bottom of your deck in any order. We can pretty much play any Characters in this deck as long as you have put those Characters on top of the deck for Sanji to play.
Events
The Events are still the same even though I've changed some cards for the build. I know 2 of the Events are really high cost, but if you can pull off their effects, it will reduce the amount of attacks your opponents can do. Who Should Disappear is a card that is useful in hand or in your Life area. The counter effect is you may trash 1 card from your hand, 1 of your Leader or Character gains 3k power for the turn. The trigger effect is if your Life is 0, you may add the top card of your deck to top of your Life area. Then, trash 1 card from your hand. This is also important as it can make Queen survive even longer especially when we can constantly check the top cards to see what we can add to the Life area.
Red Roc is a card where we want to target big drop Characters since our removals won't be enough in targeting those cards. The effect lets you place any Character to the bottom of the owner's deck, so the timing will be up to you if you want to get rid of some beat stick. The trigger effect is place one 4 cost or less Character to the bottom of the owner's deck.
Gravity Blade is to go against going wide decks since this deck is really bad against those type of decks if they can go wide easily. We can stop 1 attack, but not multiple attacks especially if we also need a low hand size for Queen's effect to work. The main effect is place up to two 6 cost or less Characters to the bottom of the owner's deck. The trigger effect is place one 5 cost or less Character to the bottom of the owner's deck.
