At first, I was a bit hesitant in posting a Marco build because of ST22 release. However, ST22 doesn't come out until September, so I can post the build now and update this build when the time comes. Marco got 1 new support from EB02 set, and I think we could make use of that card for this build.

How it Works?
I've mixed 2 different engines together, 1 using the Chopper engine where we can spam Animal Characters from hand or deck, the other is using the 2 drop engine, where we make use of Marco's Leader effect to make use of Ivankov and EB02 Ace in this build. I've may have been a bit greedy cramping 2 type of engines in this build as we are only limited to 50 cards. But in the end, with playing the Characters for free, it means you would have a lot of DONs left to power up your cards.
Free Play
As for the free play cards, we have these options. They mainly play Characters from the deck for free, which means we could utilise Marco's Leader effect to place certain cards on top of our deck. OP04 Chopper mainly plays cards from our hand, so this is the one card we don't need to rely on Marco's Leader effect. The effect works on play, play 1 Animal with 3k power or less from your hand.
OP08 Chopper is one of the main card in this build if we want to play Characters from our deck for free. The effect works on play or when attacking, play up to 1 Animal type Character with 4k power or less rested. Then, place the rest at the bottom of your deck in any order. The one major problem is that our Characters we be played rested, meaning your opponents can target this and the rested Character as the attack target.
ST12 Ivankov works perfectly for this build who relies on certain cards on top of the deck to work, but not only that we also have draw power to increase our hand. The effect is reveal 1 card from top of your deck, play one 2 cost Character. Then, place the rest at the top or bottom of your deck. Of course, it would be best to use Marco's effect before you play Ivankov, so you can maximise the on play effect. The second effect works when attacking, if you have 6 or less cards in your hand, draw 1 card.
EB02 Ace is similar to OP08 Chopper when it comes to playing Characters from top of our deck, so you do not need to use Marco's effect to put certain cards on top. The effect works on play, if your Leader includes WB Pirates type, look at the top 5 cards of your deck, reveal one 2 cost Character among them and add it to your hand. Then, place the rest at the bottom of your deck in any order and play one 2 cost Character from your hand. What I like about this effect is that we don't have to play the reveal 2 cost from our hand, as we can also choose another 2 cost if we've got one in our hand.
Power Reducers
Marco Leader is not the only one who has power reducing effect as I am also running these cards, so even our low power Characters would be able to KO your opponent's Characters. OP01 Otama is pretty standard for power reducers. The effect works on play, reduce 1 of your opponent's Characters power by 2k this turn.
OP10 Monet is suited for this build as she is a 2 cost Character, but not only that we can also attach rested DONs to our Leader, so we don't need to use an untap DON. The effect is an activate main effect, you may rest this Character to attach up to 2 rested DONs to your Leader or 1 of your Characters. Then, reduce 1 of your opponent's Characters power by 1k this turn.
ST10 Jinbe is mainly for the 2k counter in this build, but if you want to use the effect, you will need to attach a DON to work. The effect works when attacking, reduce 1 of your opponent's Characters power by 2k this turn. This is pretty much the same as Otama, but one works on play and the other works when attacking.
EB01 Chopper is mainly to go with our Animal engine as we would be able to play EB01 Chopper using OP08 version's effect. Chopper is a Blocker with a when attacking effect. However, you will need to attach 2 DONs for the effect to work in which we could rely on Monet's effect to give 2 rested to this card. The effect is reduce 1 of your opponent's Characters power by 3k this turn.
Removals
As for the removal, we have 3 cards who can do the job, and with power reducers, these removals will be even better. OP03 Marco have 2 effects. The first effect works on play, but on your turn only. KO 1 of your opponent's 3k power or less Characters. This shouldn't be too difficult to do with the power reducers involve. The second effect works on KO effect, you may trash 1 Event from your hand to play this card from your trash to field rested. The problem will be the second effect as we are not running a lot of Events in the build.
ST15 Whitebeard can also attach rested DONs to your Leader, so we can trigger the Leader's effect easily. Whitebeard has 2 effects, the first effect works on play, attach 1 rested DON to your Leader or 1 of your Characters. The second effect is an activate main, you may rest this Character to KO 1 of your opponent's 5k power or less Characters. We can constantly use this effect as long as Whitebeard stays on the field.
Lastly we shouldn't forget Benn Beckman, he maybe 1k weaker than Whitebeard, and the effect is not continuous, but he does have a 1k counter. The effect works on play, trash 1 of your opponent's 6k power or less Characters. Thanks to this we can bypass certain effects that requires KO as we are trashing their Characters instead.
Other Supports
For the other supports, we've got these cards. OP09 Richie is just a Blocker, but being an Animal Character as well as being a 2 drop means we can easily play him for free. Duck Troops is mainly for the 2k counter and being a 2 drop Animal Character for the deck. You really wouldn't want to use the effect as it will reduces our attacking options, unless the Leader cannot hit any cards.
ST15 Ace has a simple Rush requirement which requires type including WB Pirates as your Leader to gain the Rush. You can replace Ace with ST21 Luffy, if you feel like you want more to attach rested DONs. We also have an effect that works once per turn. When this Character would be removed from the field by your opponent's effect, you may reduce this Character by 2k power instead. This is really useful in keeping Characters on the field as most of this deck have very low power base.
Events
For the Events, I am only running these 2 cards. Just Shut Up is an Event Counter, but for this counter, we have no power bonus or even a trigger effect, so if you want to stop your opponent's attacks you will need to add counter power on top of this card. In return, we would be able to get Characters in play. The counter effect is look at the top 5 cards of your deck and play up to one 3 cost or less Animal type Character. Then, place the rest at the bottom of your deck in any order.
I prefer Red Roc over Gravity Blade since I want to target certain high cost Characters rather than low cost who I can attack into finely, as well as power reducers, who can reduce their power to a hittable number. Red Roc's effect let you place 1 Character to the bottom of the owner's deck. The trigger effect only places one 4 cost or less Character to the bottom of the owner's deck. This is not too important unless I am running out of counters, and desperately need to stop your opponent's attacks.
