We have 2 Uta Leaders, both have very different style, Green Uta is more about searching and getting the right cards, whilst RP Uta is more about reducing power and ramp. I've only added 1 new card for this build in the OP08 set as you really don't want to change the deck too much, otherwise we might struggle with getting the FILM cards.

How it Works?
For this build, we have ramp, power reduces and removal cards. Personally, we do want to ramp as much as possible which is also why I am also running Bon Clay in the build as well as the FILM Character Ain. The more we can ramp, the sooner we can play cards like Shanks or Rayleigh who will be our beat stick of the deck. What's also nice about this deck is that if we draw any non counter FILM cards, we can use them as discard fodder using Uta's Leader effect.
It doesn't matter if you discard some important FILM cards because OP06 Tesoro can get them back from your trash, however, only certain costs though and not any FILM cards. No idea why, I guess they didn't want to make it to broken for FILM, even though FILM doesn't have enough supports to actually go competitive. I did add a lot of removal, so your opponents won't be able to keep their Characters on the field for long as this is a FILM deck, and I'm rarely running any Blockers to stop your opponent's attacks.
Power Reducers
I am running plenty of power reducers, combining with Uta's Leader effect, we could easily take down big power Characters. OP01 Otama has a very simple effect, the effect works on play, reduce 1 of your opponent's Characters power by 2k this turn. She does have a 2k counter we can use for defending which is also why I am running her in this build.
Max on the other hand doesn't have a counter on the card, but he is a FILM card meaning, we could use him for discard fodder for Uta's Leader effect. Although I do think that would be a waste, as he only cost 1 to play. The effect is an activate main effect, you may place this Character to the bottom of the owner's deck to reduce 1 of your opponent's Characters by 3k this turn. Basically, Max is just a cheap version of promo Gordon, but I am not running Gordon in this build.
Rayleigh is the only card from OP08 set I've added in this build. Rayleigh is very strong especially when we combined the effect with our power reducers. The effect works on play, select up to 2 of your opponent's Characters, reduce 1 of those Character power by 3k and the other by 2k until the end of your opponent's next turn. Then, KO 1 of your opponent's 3k power or less Characters. The best thing about Rayleigh is that he only cost 8 to play, so we could play cards like Otama and Max to reduce your opponent's high power Characters combining with Uta's Leader effect, and we can easily KO your opponent's high power Characters.
Removals
Rayleigh and Shanks are your only Characters with removal effects, the others are just Events, but luckily they do have low cost which shouldn't be a problem with this build. OP06 Shanks works on play, KO 1 of your opponent's 10k power or less Characters. 10k power is a lot, and if we combine this with our power reducers, we could literally KO any Characters we want on top of being a 12k beat stick.
Blue Dragon is similar to Jet Pistol but weaker, although we have power reducers so the main effect won't matter too much. The main effect is KO 1 of your opponent's 5k or less Characters. Again, just like Shanks, this shouldn't be too difficult to do with the help of power reducers. The trigger effect is KO 1 of your opponent's 4k or less Characters.
I know we've got Blue Dragon in the build as a removal, but I am also running Jet Pistol, so we can constantly KO your opponent's Characters, forcing them to use their DONs to play new Characters. The main effect is KO 1 of your opponent's 6k power or less. Like both Shanks and Blue Dragon, this shouldn't be difficult with the help of power reducers involve. The trigger effect is just activate this card's main effect.
Ramp
I know Uta Leader can ramp, but I've added Bon Clay for the extra ramp in case you don't see Ain. We do want to play our high cost Characters as soon as possible, especially Shanks who is our main beat stick of the deck. EB01 Bon Clay have 2 effects, the first effect works on play, add 1 DON as active, very simple. The second effect works when attacking, select 1 of your opponent's Characters. This Character base power becomes the same as the selected Character. So the higher the power, the better for Bon Clay to become a deadly beat stick.
ST05 Ain only downside is that she doesn't have a counter, but she is a very old card that was made during the early stages of One Piece, and ramp back them was very rare. The effect works on play, add 1 DON as rest. Unfortunately we won't be able to have an extra DON we could use unlike Bon Clay.
Searchers
Of course, we will need the most important cards of the deck which will be the searchers to search out the cards we need. OP06 Luffy works on play, look at the top 3 cards of your deck, reveal 1 FILM card and add it to your hand. Then, place the rest at the bottom of your deck in any order. I guess we can search for any cards thanks to Luffy's on play effect. The trigger effect is activate this card's main effect, so we can get a free search effect to increase our hand size.
OP06 Tesoro is a different type of searchers, instead of searching your deck, you will be searching your trash instead. The effect works on play, by returning 1 DON, if your Leader is FILM type, return up to two 4 cost or less FILM Characters from your trash to your hand. We will be doing plenty of discarding thanks to Uta's effect, so having Tesoro means we could get those cards back to hand.
Lastly, we've got the standard FILM searcher Festa. Festa works on play, look at the top 5 cards of your deck, reveal up to 1 FILM card other than Festa and add it to your hand. Then, place the rest at the bottom of your deck in any order. Unlike OP06 Luffy who can search for any FILM card, we won't be able to search for Festa.
FILM Supports
Now for the support of the deck, 2 of them are Blockers and 1 of them will be your draw engine, as we need the draw power in order to find FILM cards to discard for Uta's Leader effect. Shuraiya a Blocker with a when attacking or on block effect. Once per turn, this Character becomes the same power as your opponent's Leader until the start of your next turn. So the more your opponents power up their Leaders, more power you can give to Shuraiya as a Blocker.
ST05 Uta is also a Blocker with an on block effect like Shuraiya. The effect is by returning 1 DON, rest 1 of your opponent's 5 cost or less Characters. What I like about Uta is that she could potentially stop 2 attacks with one Block, which is what we want as I am not running any Event Counter in the build, so we will have to rely on Uta's effect.
ST05 Tesoro is a major draw power card. The effect works when attacking, by returning 2 DONs, draw 2 cards. It doesn't matter if we are running both Bon Clay and Ain in this build, as we could use those DONs for ST05 Tesoro's effect to draw more cards. Of course, if you have 10 DONs, this won't affect you as we can get 2 DONs on our next turn, going back to 10, but if you use this before you have 10 DONs, then personally, we will just have to rely on ramp.
