King gave me an idea as this is a Purple Black Leader, so we can use both different engine for OP17 set. It will be up to you in which build you want to try as both builds have very different style, and King is not restricted to 1 engine, so we could try other engine rather than Animal Kingdom Pirates. The new purple stuff definitely filled out the missing AK Pirates from Block 1, but we also got Elbaph that could work with this Leader.

2 totally different build and both decks are using OP17 cards which is why I've decided to post 2 different builds. 1 focus on high cost Characters using the ramp, and the other focus on 2 drop, but you will need to get the 12 cost Character to the field. Not to mention, if we have low hand size, we can use our Leader's effect to draw a card. Both decks will have some form of ramp as we do want to play our key cards as soon as possible.
If you like high beat sticks, then, Ramp King deck will be very useful as we've got plenty of high costs, but also the ramp to bring out the high costs a lot easier, even if you return DONs. I am also running Big Mom Pirates with Katakuri and Big Mom, so you won't need to worry about those cards being an attack target if you use Katakuri's effect. Also, the Big Mom provide some Life gain capability to help you survive longer.
King Elbaph is a deck that focus on aggro. If you can get Saul or Loki, you will be able to trigger the rest of the deck with ease. I've also added a bit of ramp, so we can use our Leader's effect as well as being able to bring out our high cost Characters more easily.
Ramp
As you know, the Ramp King deck runs a lot of ramp cards, so even if you return a lot of DONs, you can easily get those DONs back with ease. Although, the idea is pretty much taken from OP17 Kaido build. EB04 Queen can be our main draw power as well as a ramp card. The first effect works on play, you may trash 1 AK Pirates card from your hand to draw 2 cards. This can let us discard the non counters one especially during the early turns. The second effect is an activate main effect where you need to rest 2 DONs, if your Leader is AK Pirates type, add 1 DON as rest.
OP17 Hawkins has a 2k counter, so even if you don't need to use the ramp, we can use the counter power instead. The effect works on play, you may trash 1 card from your hand, if your Leader is AK Pirates type, add 1 DON as active. I don't think discarding will be too bad as our Leader's effect can draw cards if we are down on hand size.
OP17 Yamato is a Blocker, so you will be able to stop your opponent's attacks if you don't have enough counters. The effect works on play, add 1 DON as rest. I know we play DONs as rest.
OP08 Maria is another 2k counter, and this will be important since you can only play 1 Maria on the field due to the effect. The effect is an activate main effect and the effect only works if you have no other Maria Characters in play. You can add up to 5 DONs as rest. Then, at the end of your turn, return DONs to the DON deck until you have the same number of DON as your opponents. There are some cards who can return DONs, so this effect will be very useful even if we do have a lot of ramp.
EB04 King is another card like Maria when you can only have 1 King on the field to use the effect, but unlike Maria, King doesn't have a counter, so you will need to use this as a discard fodder. King has 2 effects, the first effect is if this Character would be KO'd, you may return 1 DON instead. This is not once per turn, so you can protect King as long as you have DONs to return. The second effect is an activate main effect, if your Leader is AK Pirates and you have no other King Characters, add 1 DON as active and add 1 DON as rest. The second effect guarantee you 2 DONs per turn as long as King is on the field.
OP11 Katakuri is another card that is useful, and not because of ramp, it's because I am running some Big Mom Pirates cards, which can work well with Katakuri's effect. The effect works at the end of your turn, 2 of your 3 cost or more BM Pirates Characters becomes active. Then, add 1 DON as rest. Katakuri is also a Blocker, so we can swing with this can, then, untap him at the end of our turn, ready to block 1 of your opponent's attack.
Of course, if you want a beefy Blocker, then, OP17-62 Kaido can also do the job as well. The effect works during your turn, when a DON on your field is returned, add 1 DON as active. Then, untap 1 DON. Not only we can gain a DON, but you will get to untap a DON as well, giving you room to use the DONs to power up your attacks or play other cards.
Life Gain
The Ramp King deck also has access to these 2 Life gain cards, and combined with ramp, we could play these cards very early to the game. OP08 Big Mom can acts a removal, but we will be giving your opponent's extra Life cards, so you will need to choose wisely. The effect works on play, by returning 1 DON and trashing 1 card, add the top card of your deck to top of your Life area. Then, add 1 of your opponent's 6 cost or less Characters to top or bottom of their Life area face up.
ST34 Big Mom would be the main card you want to play to the field if you can. The effect works on play, by returning 4 DONs, you may trash 1 card from your hand to add 1 card from top of your deck to top of your Life area. Then, 1 of your opponent's base power becomes 0 this turn. The reducing to 0 power, makes this card really good as you can target the highest possible power on the field, so we could swing at that Character.
Removals
These removals work best with our Leader's effect, although OP08 Who's Who is mainly for the 2k counter, as the effect isn't the best without cost reducers. The effect works on play, you may trash 1 card from your hand to KO 1 of your opponent's 3 cost or less Characters. Against certain build like Elbaph, Who's Who can be really good. The trigger effect is KO 1 of your opponent's 3 cost or less Characters.
OP08 Kaido works very well with our Leader's effect, as we can use our Leader's effect first before you use Kaido's effect. The effect is an activate main, you may trash 1 card from your hand. If this Character was played this turn, trash 1 of your opponent's 7 cost or less Characters. Then, your opponent trashes 1 card from their hand. As you know, we can trash Characters which is very different than KO, so we could easily stop on KO effects with this card.
OP17-063 Kaido is another card that can work well with our Leader's effect. Although, we do have another effect that can really help Ramp King build with plenty of non counter cards. The first effect is all Characters in your hand without a counter gains 1k power. If you can get this Kaido on the field, you won't have to worry about non counter cards. The second effect is an activate main, by returning 1 DON, if this Character was played on this turn, negate the effect of 1 of your opponent's 6 cost or less Characters and KO it. At most, we can target 8 cost or less if you combine this with your Leader's effect.
Kong Gun is a useful removal for King Elbaph, especially when you can use your Leader's effect before playing this Event. The main effect is you may rest 6 DONs, if there is a 12 cost or more on the field, KO up to two 6 cost or less Characters. This will cost you 7 DONs altogether, so you need to make sure to have enough DONs available if you want to combine your Leader's effect to target an 8 cost on the field. The counter effect is your Leader gains 3k power for the battle.
Searchers
As you know we have searchers for both decks, however, Ramp King does have 1 drop searchers which are always the one I prefer. OP08 Queen is 1 of the main searchers. The effect works on play, look at top 5 cards of your deck, reveal 1 AK Pirates except Queen and add it to your hand. Then, place the rest at the bottom of your deck in any order. You won't be able to add EB04 Queen which is the downside to the deck.
OP17 Usopp is the main searcher for Elbaph currently until we can get a 1 drop searcher for the deck. Usopp also has a power effect which is if you have a 12 cost or more Character, this Character gains 3k power, so we could have a beat stick on the field. The effect works on play, look at top 3 cards of your deck, reveal 1 Elbaph card and add it to your hand. Trash the rest.
Claim the One Piece is a nice Event as I am running both AK Pirates and BM Pirates, so this Event will be able to search for both of those types. The main effect is if your Leader has AK Pirates or BM Pirates type, look at the top 5 cards of your deck, reveal 1 AK Pirates or BM Pirates card and add it to your hand. Then, place the rest at the bottom of your deck in any order. The trigger effect is activate this card's main.
Animal Kingdom Pirates Supports
The rest of the AK Pirates stuff will be very straightforward as we can search these cards with our searcher. EB04 Kaido has the exact first effect as King which is if this Character would be KO'd, you may return 1 DON instead. Again, this is not once per turn, so you could keep the Character on the field. The second effect works on play, by returning 2 DONs, if your Leader is AK Pirates type, this Character gains Rush this turn. Then, rest 1 of your opponent's 7 cost or less Characters. This isn't as good as ST04 Kaido, but we still have the Rush to create extra attacks.
I've Sobered Up can be replaced with Mamaragan if you want to use that Event. I am using this Event because we can search this out from the deck. The counter effect is you may trash 1 card from your hand, your Leader or 1 of your Characters gains 3k power for the battle. The trigger effect is by returning 1 DON, draw 2 cards. You could fit more copies just to try and hit the trigger effect since we do lack draw power.
Increase Costs
The 3 cards that can increase costs and 2 of those cards you want to see them in your hand as soon as possible, so you could trigger the rest of the Elbaph cards. OP17 Saul will be the lowest cost to trigger the Elbaph cards which is not difficult to do. The first effect is this Character gains +12 cost. The second effect works exactly the same as Usopp which is on play, look at top 3 cards of your deck, reveal 1 Elbaph card and add it to your hand. Trash the rest. But at least you can search for another copy of Saul.
Pirate Docking 6 won't really work with the Elbaph cards as we are 1 cost short unless you can run cards that can increase this card's cost so we can have a 12 cost on the field. Docking 6 gains +6 cost and the effect works on play, you may mill 3 cards from your deck to play one 2 cost or less SH Character from your trash.
Loki is another card you want to have on the field, in case Saul gets remove so we can keep our Elbaph cards active. You will have the ramp in the build, so playing Loki will be very easy if you have the cards. The first effect is this Character gains +12 cost and if it's your opponent's turn, this Character gains 3k power. Having an 11k beat stick on your opponent's turn will be very useful as we can help to reduce the amount of counters to protect this card. The second effect works on play, KO up to a total cost of 4 or less.
Prevention
Both cards will need 12 cost on the field if you want to use their full effects, especially OP17 Chopper. Otherwise, Chopper would be mainly used for 2k counter as we can search this card out with out Elbaph searchers. The effect works on play, if there is a 12 cost or more Character, 1 of your Character gains Unblockable for the turn.
OP17 Zoro will be very useful on the field even if you don't have a 12 cost on the field, the 12 cost requirement only makes this card a 5k beat stick. The main effect is if 1 of your Character is removed by your opponent's effects, you may place 3 cards from your trash to the bottom of your deck in any order instead. This is not once per turn, so the more cards you can put to trash, the more Characters to you can protect.
Draw
The draw power of the decks so you can draw into your key cards, especially Saul and Loki. OP17 Nami can be our turn 1 play if we don't see Saul or Loki in our hand. The effect works on play, you may trash 1 Elbaph card from your hand to draw 2 cards.
OP17 Sanji is a hand filter instead of draw, but the card definitely help in searching for the key cards of the deck. Sanji's first effect is if you have a 12 cost or more Character, this Character gains 3k power. The second effect works on play, you draw 2 cards and trash 2 cards from your hand.
OP17 Luffy is the highest cost for King Elbaph build which is all you need for that type of build. Luffy also gains Rush if you have a 12+ cost Character on the field. The effect works on play, draw 1 card and play one 2 cost or less Character from your trash. We can play any 2 cost or less Characters which will give you plenty of options to choose from.
Elbaph Supports
The rest of the Elbaph supports for the deck. I put Gerd in this section because part of the effect won't work without Elbaph Leader, so you will only be aiming for the other effect. The other effect works on play, you may trash 1 card from your hand, add one 8 cost or less except Gerd from your trash to hand. You will be able to choose any cards with Gerd.
OP17 Robin will require 12 cost on the field in order to use both of the effects which is why I am only running 2. The first effect is if you have a 12 cost or more Character, this Character gains 3k power. The second effect works on play, if you have a 12 cost or more Character, 1 of your opponent's Characters loses 3k power. The power reducer could help to make our low power hit high power Characters.
