Nami got rebooted, because you know, the OP03 version restricted blue to have any some sorts of draw power. They didn't want to do type restrictions with those draws otherwise, certain type of decks will have more advantage over the other. I think the main problem is the blue East Blue cards, as most of them will be out of rotation, unless they get a reprint with a new Block Number. I guess we can always use this build in casual formats.

How it Works?
Nami still have the same style as the OP03 version where we want to mill ourself out. The only difference is that we are restricted to EB cards which definitely slow the deck down compare to before. We might have to use Nami's Leader effect if we want to increase the chances of decking out, but again, you also want to drag the game as long as possible, since the longer the turns, the easier we can deck out with our mill and draw power cards.
Mill
The key mill cards for the deck. If we can pull these effects off, then, decking out will be a lot easier. Boodle is just a 0 power Blocker with an on KO effect which is trash the top card of your deck. I guess being a Blocker also helps to stop against high power Characters as this build doesn't really have answers to those cards.
OP03 Zeff is a 5 cost, the most expensive cost to play in this build as the rest of the cards mainly focused on low costs so we have DONs to spare to use our Events. Zeff has 2 effects, the first effect will require to attach a DON to work, the effect is, when this Character deals damage to your opponents, trash the top 7 cards of your deck. This effect is pretty good as we only need to pull this effect off once or twice, and we will easily reach the deck out mark. The second effect works on play, you may return one 3 cost or less Character to the owner's hand to trash the top 2 cards of your deck. Ideally, we want to target cards like Kaya, so we can use Kaya's effect again to draw more cards and deck ourself out.
Band of Doom is very nice to have as we can use both the counter effect or the trigger effect. Both of these effects will help us deck out more easily. The counter effect is your Leader or 1 of your Characters gains 2k power this battle. Then, you may trash the top card of you deck. The trigger effect is draw 1 card and you may trash the top card of your deck.
Giant Gavel on the other hand will mainly need the counter effect over the trigger effect, unless we desperately need to stop 1 of your opponent's attacks. The counter effect is you may trash 1 card from your hand, 1 of your Leader gains 4k power this battle. Then, you may trash 2 cards from top of your deck. The trigger effect is return one 4 cost or less Character to the owner's hand.
Draw
The draw power is the next important thing we need on the list as these cards definitely increases the chances of decking out instead of just using mill cards. OP03 Kaya is a simple hand filter effect, the effect works on play, draw 2 cards and trash 2 cards. The hand filter doesn't matter too much as we are mainly aiming for the draw power.
Yu is definitely one of the card that improves the deck. Yu has 2 effects, the first effect is trash 1 card from your hand. We need to trash a card if we end up having too much cards in hand, otherwise, we won't be able to use the second effect. The second effect is an activate main, you may trash this Character, if you have 4 or less cards in hand, draw 2 cards. 4 or less is not hard to pull off in this build as we have ways to reduce our hand size even if we don't use counters.
Hanger is another hand filter effect, but unlike Kaya, we can use Hanger's effect as long as he is on the field. The effect is an activate main, you may trash 1 card from your hand and rest this Character to draw 1 card. The more we can use this effect the better, but since this is just a 0 power Character, your opponent can easily KO this Character with their low power Characters.
Sanji's Pilaf is our main draw power, and if we can use the trigger effect instead of the main effect, that will be even better. The main effect is just draw 2 cards. The trigger effect is activate this card's main effect. This would allow us to save 3 DONs from using Pilaf, and we would have enough DONs to use other cards instead in this build.
Searchers
Another way to increase the chances of decking out is relying on these searchers. OP09 Nami unfortunately works when attacking, so we can't rely bring her back to hand and use the effect straight away. The effect is look at top 5 cards of your deck, reveal 1 blue Event and add it to your hand. Then, place the rest at the bottom of your deck in any order. At least, we can still attack with Nami, but don't expect you to hit much with this card.
Apis on the other hand forces us to discard when we use the search effect. Although, this is good now because we have Yu who only works when we have low hand size. The effect works on play, you may trash 2 cards from your hand to look at top 5 cards of your deck, reveal 1 East Blue card and add it to your hand. Then, place the rest at the bottom of your deck in any order.
Returning
Lastly, we have cards that can return your opponent's cards, since we want to drag the game as long as possible to make Nami effective. Nojiko works on play, if your Leader is Nami, return 1 of your opponent's 5 cost or less Characters to the owner's hand. Returning the cards to your opponent's hand means they could use their on play effect again, but it is still better than using those Characters to attack your cards, unless they've got Rush.
I'm a Goner is mainly a card where I use this as a discard fodder when you see this card in your hand. The counter effect is reveal the top card of your deck. If the revealed card is 4 cost or more, return 1 of your Characters to the hand. Then, place the revealed card at the bottom of the deck. This will be hard to pull off considering the deck is mainly filled with low cost. What we are aiming for instead is the trigger effect. The trigger effect is return one 8 cost or less Character to the owner's hand. This effect can target high cost Characters which can be very useful as we've got no way in stopping high power Characters.
3 Thousand Worlds is mainly used for the main effect. The main effect is place one 5 cost or less to the bottom of the owner's deck. At least, this would stop your opponent from seeing those Characters for a while. The trigger effect is place one 3 cost or less Character to the bottom of the owner's deck. This might be difficult to trigger which is why you mainly want to use this for the main effect, or you could use this card as a discard fodder if needed.
