Akainu is back, and honestly, without Ice Age or Great Eruption, he is not as efficient as he used to with the cost reducers. The new Navy supports doesn't fit well with this deck as Aokiji Leader can make full uses of the new Navy, but I only fitted 1 or 2 new cards from OP12 set for this build, and the rest is pretty much base Akainu deck before he got banned.

How it Works?
There's a lot of combination you could try for this build, especially when we have plenty of old good cards that could replaced the banned cards. You do not have to use any of the OP12 cards as the only OP12 card I've added is Sengoku to search out the Navy cards a lot easier, combined with our other searchers. What we do want is to have cost reducers especially when this deck still focuses on EB01 Brook as the main removal card. The more cost reducer you can pull off, the easier for Brook to KO your opponent's Characters.
I've also decided to run Hound Blaze, so our attacks can be more aggressive, considering there's a lot of low power cards, mainly the searcher who will be useless once we used the effect. Having Hound Blaze means we don't need to rely on our DONs to power up those cards, and we could swing at your opponent's cards easier. 10 drop Kuzan also plays a major role as he is the only card who can reduce your opponent's Characters cost as I am not running Issho since I've don't have the room.
Cost Reducers
The good old classic cost reducers, and with the exception of Garp, the rest of the cost reducers will be out of rotation next year, unless we see some new cost reducers for black Navy builds. OP02 Tsuru is our nice 1 drop we can use in this build. The effect works on play, reduce 1 of your opponent's Characters cost by 2 for the turn.
ST19 Garp is a Blocker, but also one of our constant cost reducer to reduce your opponent's Characters cost to get as low cost as power for some of our removal in this build. The effect is an activate main where you return 1 card from the trash to the bottom of the deck to reduce 1 of your opponent's Characters cost by 1 for the turn. 1 might not be a lot, but if we combined with our Akainu Leader, we could reduce your opponent's Characters cost by 2 per turn.
ST06 Tashigi is pretty much the same as Tsuru, but instead of being an on play effect, we've got activate main instead. The effect by resting this Character, is reduce 1 of your opponent's Characters cost by 2 for the turn. Of course, this will come at a risk since she is only 4k base power, and you really don't want to waste counters for this card unless you are desperate for cost reducers.
ST06 Hina is a card I would prefer to use over Tashigi, but just like Tashigi, we do have a drawback when using this card and that is the lack of counter. Although, we do have Akainu Leader to filter the hand if we need to. The effect works on play, reduce 1 of your opponent's Characters cost by 4 for the turn. 4 is a lot, especially when we want to target high cost Characters as we could reduce those high cost Characters to low cost easily.
4 drop Kuzan is basically maxed out in this build because I need the cost reducer effect. 4 drop Kuzan has 2 effects, the first effect works on play, draw 1 card. The second effect is the main effect we are after. The effect works when attacking, reduce 1 of your opponent's Characters cost by 4 for the turn. This is better than Hina, as Hina only works on play, but that is only if 4 drop Kuzan can stay on the field constantly, otherwise, we will only be getting the draw power.
10 drop Kuzan is still the main card of the deck as he will make everything a lot easier, and also, we won't be needing as much cost reducers for the build. But the only downside is that this card is a Former Navy card, which means, we will need to filter the deck in order to get him to the hand. Just like his 4 drop version, we've got 2 effects. The first effect works during your turn, reduce all of your opponent's Characters cost by 5. This is a continuous effect, so if we can get him to the field, it would be a great help to the set up. The second effect works on play, KO 1 of your opponent's 0 cost Character.
I am actually running a Stage card in this build so we could actually get some constant cost reducers going and not rely on some of our other 1 off cost reducers to get Characters down to certain cost. Navy HQ does have 2 effects, the first effect works on play, reduce 1 of your opponent's Characters cost by 1 for the turn. The second effect is an activate main which is if your Leader is Navy, reduce 1 of your opponent's Characters cost by 1 for the turn. This is crucial when you combined Akainu and Garp's effect together as we could constantly reduce a Character cost down to 3 per turn.
Removals
1 of the removal is a constant removal as long as they stay on the field, and we also got the Events who can also remove your opponent's Characters, so we do have quite a few choices to choose from. EB01 Brook is the main card of the deck, and the only reason why I am running a lot of cost reducers is that so we can trigger Brook's effect easily. Brook works on play or when attacking, reduce 1 of your opponent's Characters cost by 1 for the turn. Then, KO 1 of your opponent's 0 cost Characters. Brook can act as both cost reducer and removal, but we are mainly aiming for the removal effect.
OP05 Lucci is another card where we can make the full use of the cost reducers as well as recycling the trash. We will be going through a lot of cards, building up the trash, and having Lucci can help to prevent decking out. The effect works on play, you may place 3 cards to the bottom of your deck, KO 1 of your opponent's 2 cost or less Characters and 1 of your opponent's 1 cost or less Characters. If you can get 10 drop Kuzan on the field when you play this card, you can easily KO 2 of your opponent's Characters unless those Characters are high cost.
EB01 T Bone is just a 2k counter Navy card where we can play him or just use the counter. The effect works on play, KO 1 of your opponent's 2 cost or less Characters. On the upside, unlike the other 2 removal, T Bone is a Navy card, so we can search him out from the deck easily.
Searchers
As you know, I am running 3 searchers, and 3 searchers might be overkill, but it is better to have more than less, so we could search for specific cards, especially cost reducers. OP06 Tashigi is still our turn 1 play for searching. The effect works on play, look at top 5 cards of your deck, reveal up to 1 Navy card other than Tashigi and add it to your hand. Then, place the rest at the bottom of your deck in any order.
Brannew is our searcher for going 2nd, although Tashigi will still work if we see that card in our hand. The effect works on play, look at the top 3 cards of your deck, reveal 1 Navy card other than Brannew and add it to your hand, trash the rest of the cards. Brannew is the one card who will be mainly building up the trash.
OP12 Sengoku is technically +1 card in your hand as we don't have Kuzan Leader who would recover the card we've lost. Sengoku is mainly a back up if we don't see the other 2 searchers, but if you see the other 2, you won't really need Sengoku unless you are digging for specific Navy card in your hand. The effect works on play, you may trash 1 card to look at top 5 cards of your deck, reveal up to 2 Navy card other than Sengoku and add it to your hand. Then, place the rest at the bottom of your deck in any order.
The Supports
The rest of the supports are simple as I am running Rebecca to recycle some cards that will go to the trash, especially the 3 and 4 drop Characters, whilst the other are Events. OP05 Rebecca works on play, add one 3 to 7 cost black Character from your trash to hand. Then, play one 3 cost or less Character from your hand rested. Thanks to this effect, we could spam Hina or bring back Brook as Brook is one of our key cards we need to stay on the field.
Hound Blaze as I mention is to give the deck more aggressive especially with the low power searchers. The effect is your Leader or 1 of your Characters gains 3k power for this turn. Then, place one 2 cost or less Character to the bottom of the owner's deck. So not only we've got the power up, but if you combined with our cost reducers, we can easily return your opponent's Characters back to the deck. The trigger effect is return one 3 cost or less Character to the owner's hand. This trigger effect can also target our low cost Characters if we need to use cards like Tsuru again, or for the 2k counter which will be very useful.
Gravity Blade is a Navy card in which we can search out, and combined with 10 drop Kuzan, we could literally return any Characters we want on the field. The effect is place two 6 cost or less Characters to the bottom of the owner's deck. As you know, 10 drop Kuzan reducers your opponent's Characters by 5, and in order to get around this effect is that your opponent can increase their Character's cost, otherwise, it will be very hard to stop this card from targeting your opponent's high cost Characters. The trigger effect is, place one 5 cost or less Character to the bottom of the owner's deck.
