We got some new DQ Pirates supports in OP14, but I've waited until EB03 to post Sugar build, so I could cramp all the new cards together, rather than doing double posting, considering the time. The OP14 stuff does provide some nice supports to the deck, especially the new Events, so we could make use of Sugar's effect.

How it Works?
We would mostly want to trigger Sugar's ramp as soon as possible, the early we can use the effect, the more DONs we can play. Then, we could play cards like Shanks to reduce your opponent's Characters to weaken their attack against this build. 10 drop Doffy is also nice to run as we could stop your opponent's attacks if needed, but you don't have to run the new Doffy in the build. You can easily replace the card with something else.
Ramp
There's actually not much ramp involve because we are focusing on Sugar's effect, and once you get Sugar's effect going, you can easily generate a lot of DONs. OP14 Monet is a great addition to the build as this could put some pressure against your opponents. Monet has 2 effects, the first works on play, if your Leader is DQ Pirates type, add 1 DON as active. The second effect works on KO, draw 2 cards and trash 1 card from your hand. Then, add 2 DONs as rest. If your opponent does KO Monet, we would be able to draw cards and get extra DONs to the field, so this would reduce your opponents attacking options.
Ever White can be used as a ramp, but if you don't need the ramp, then, the counter effect would be very useful. The main effect is you may rest 2 DONs, if your Leader is DQ Pirates type, add 1 DON as rest. This is only if you have extra DONs spare to use the main effect. Otherwise, you could focus on the counter effect which is your Leader gains 3k power for the turn.
Power Reducers
Power reducers will be useful when it comes to reducing your opponent's power, and 2 of the cards can be used during your opponent's turn. OP09 Shanks has a Rush ability with a continuous effect which is your opponent's Characters power loses 1k. This is why 10 drop Doffy is optional as we mainly want to play Shanks for the power reducing, but we would only use Doffy as a back up option to stop your opponent's attacks.
OP13 Divine Departure is a 0 cost Event with a main and a counter effect. The main effect is you may rest 5 DONs, if you have any attached DONs, reduce 1 of your opponent's Characters by 8k for the turn. The counter effect is the same as any 0 cost where we discard a card, your Leader or 1 of your Characters gains 3k power for the battle. This would help you get an active DON during your opponent's turn if you cannot use any other Events in your hand.
Igloo is a DQ Pirates card which would work very well with our searchers in the build. The counter effect is your Leader or 1 of your Characters gains 3k power for the battle. Then, reduce your opponent's Leader or 1 of their Characters by 2k for the turn. This will help us to slow your opponent's attacks if we use this card at the right time. The trigger effect is your Leader or 1 of your Characters gains 1k for the turn. The trigger effect would help you make your Leader a 6k base, and if you have Shanks on the field, your opponents will need to rely on DONs to power up their Characters if they don't have high power beat sticks on the field.
Free Play
Thanks to these 2 cards, we can increase the field pretty easily, especially when playing EB03 Sugar. Sugar works on play, if your Leader is Sugar, play one 6k power or less DQ Pirates from your hand at rest. There are only 2 cards we want to target, Corazon or OP14 Monet, so we can get their on play effects and their second effect going, especially Monet where we want your opponent to KO that Character.
OP10 Doffy doesn't feel like its important because of EB03 Sugar, but unlike Sugar, we can still play our Characters active instead of rest. Doffy has 2 effects, the first effect works on play, by returning 1 DON, play one 5 cost or less DQ Pirates Character from your hand. You could easily get 3 Characters in one turn, by playing Sugar and Sugar will play another Character for free, all for 8 DONs. The second effect works during your opponent's attacks, by resting 1 DON, add 1 DON as active, but this is only if you need extra DONs on the field.
Searchers
The more searchers, the better as we could have more choices in our hand, especially when getting Events to pop off the Leader's effect. OP10 Sugar is 1 of those searchers where we need to pay a cost, so we can't use her effect when we only got 1 DON. The effect is an activate main effect, by paying 1 DON and rest this Character, look at the top 5 cards of your deck, reveal 1 DQ Pirates card and add it to your hand. Then, place the rest at the bottom of your deck in any order. I guess on the bright side we can also search for herself if needed.
EB03 Monet is another searcher, but this is a card where we don't want to play her for free using EB03 Sugar's effect as we would lose the Blocker ability. You could play her using OP10 Doffy, so we can have a Blocker and the effect active. The effect works on play, look at top 5 cards of your deck, reveal one 1k power or less Character or 1 Event and add it to your hand. Then, place the rest at the bottom of your deck in any order. When it comes to 1k power or less Characters, there's not many choices, so we will be mainly using Monet to search for Events.
Laugh at My Family is an Event that could be used on the very first turn unlike OP10 Sugar who have a cost. The effect can be used during main or counter effect, but if you using this during the counter step, you would need other counter power to stop your opponent's attacks unless you just using this for the Leader's effect. The effect is look at the top 3 cards of your deck, reveal 1 DQ Pirates card except Laugh at My Family and add it to your hand. Then, place the rest at the bottom of your deck in any order.
The Brothers
I am running these 2 cards, OP10 Corazon is a must as we are running plenty of Events, but OP14 Doffy is optional. Corazon has 2 effects, the first effect works on play, you may trash 1 Event to draw 2 cards. This can be useful if we've got too many Events and need some Characters for their counter power. The second effect is the main effect I am after which works at the end of your turn, if you have 7 or more DONs, untap 2 of your DONs. If you can get 2 Corazon on the field, we would be able to untap 4 DONs combined with the Leader's effect, making 5 untap DONs in 1 turn.
OP14 Doffy is only a 10k beat stick which is not as good as Shanks who is a 12k beat stick, but the effect would be handy depending on the situations. The effect works on play, by returning 3 DONs, choose 1 of the following, if your Leader is DQ Pirates, KO 1 of your opponent's 8 cost or less Characters, or 3 of your opponent's 7 cost or less Characters cannot be rested until the end of your opponent's turn. We could either KO 1 of your opponent's Characters, or reduce the amount of attacks if your opponent have plenty of Characters on the field.
Events
The rest of the Events for the build. Blast Breath can be cost free as we would get the DON back if we haven't used the Leader's effect this turn. The counter effect works by returning 1 DON, your Leader or 1 of your Characters gains 4k power for the battle. 4k power is very strong for a 1 drop but unfortunately, this card would be out of rotation when the time comes.
Bullet String is another DQ Pirates card, so we could easily add this card to hand if we need Events to use. The counter effect is by returning 1 DON, if your Leader is DQ Pirates type, your Leader or 1 of your Characters gains 2k power for the battle. Then, that card gains an additional 2k power for the turn. As you can guess, we have an additional 2k power, so we could make Sugar a nice 7k base Leader for the turn, forcing your opponents to use more cards from their hand.
Beam Sword is the only card with rest effect in this deck. The counter effect is by returning 1 DON, your Leader or 1 of your Characters gains 2k power for the battle. Then, rest 1 of your opponent's Characters. We can rest any Characters we want which makes this a very strong Event to use, especially when we can get the DON back with Sugar's effect. The trigger effect is add 1 DON as active.
