As you know, OP07 Jinbe is back, so we can use the Warlord engine for Hancock to try and use as much cards from hand as possible. Although, we still don't have proper Amazon Lily or Kuja Pirates for OP07 Hancock, so that kind of option is out of the window. Luckily, I guess we have Rain as part of the rotation exception list which does help the build a little.

How it Works?
The deck would work best if we can maintain 5 or less cards in hand, so we can trigger Hancock's effect to draw when we return cards. To be honest, there's a lot of cards we can fit in the build even though Block 1 is out of rotation, just as long as you can maintain 5 or less cards in hand.
We do have some returning to trigger Hancock's effect, but to be honest, they are not good as Red Roc as Red Roc can target any Characters we want, whilst the Characters only target certain costs. I guess it is still better than nothing, because, in the end, we want to trigger Hancock's effect.
Returning
First, we will talk about the returning part. 2 of these cards can only target low costs, so we could return our own cards to trigger their on play effect again. OP12 Blackbeard is a nice 1 drop we could use for this build. The effect works on play, if your Leader is 7 Warlords type, return one 1 cost Character except this card to the owner's hand. We are running plenty of 1 drop in this build, so you could try and returning some of them to hand.
ST17 Law is one of the main card because this card is only useful if our Leader is 7 Warlords. The effect works on play, you may return 1 of your Characters to the owner's hand, if your Leader is 7 Warlords type, return one 4 cost or less Character to the owner's hand. You could bounce OP07 Jinbe to hand so we could use Jinbe's effect to spam the field.
OP07 Crocodile is another card like Blackbeard who can only target low cost Characters and there's not a lot of options when it comes to low costs. The effect works on play, by paying 1 DON, returning one 2 cost or less Character to the owner's hand. Although on the bright side, we do have a 2k counter to use if you don't need a beat stick on the field.
OP08 Jozu is one of our higher cost in this build and the effect is similar to ST17 Law, but without the Warlord restrictions. The effect works on play, you may return 1 of your other Character to the owner's hand to return one 6 cost or less Character to the owner's hand. 6 costs can give you more options to choose from over 4.
Hand Destruction
As Pudding have been banned, we need other ways to stop your opponents from gaining large hand size. OP07 Law is a great card for targeting your opponent's hand as well as triggering our Leader's effect. The effect is an activate main, you may return this card to the owner's hand. If your opponent has 6 or more cards in hand, your opponent places 1 card to the bottom of the deck. This way, we could also have a 2k counter to use if we need more counters.
EB03 Hancock is another hand destruction card and also a power up card for your cards. Hancock has 2 effects, the first effect works on play, if your opponent has 5 or more cards in hand, your opponent places 1 card from their hand to the bottom of the deck. The second effect is an activate main, by placing 1 of your Characters to the bottom of the deck, attach 1 rested DON to your Leader and 1 of your Characters. This second effect could also clear out our low cost beat sticks if we play them to the field.
Draw
A little bit of draw power won't really hurt the deck as sometimes, I wish we could draw the cards we need rather than relying on the Leader's effect. OP13 Otama requires certain timing for this card to work which is why I am not running a lot of copies in the build. The effect works on play, if you have 3 or less Life cards, draw 2 cards and trash 1 card from your hand. 3 or less is a little bit slower because we start with 5 Life cards, so you have to wait and take 2 attacks to get down to 3. Otherwise, we could use Otama for the 2k counter.
EB01 Weevil is a nice draw power we could play using OP07 Jinbe's effect and we also have a 6k beat stick on the field. The effect works on play, draw 1 card. I guess the only downside is that if we have too much non counters in hand, it could cause some problems.
Free Play
There are 2 cards in this build where we can play our Characters for free. Of course OP07 Jinbe is 1 of them but the other is an Event card from EB03 set. OP07 Jinbe being back means we have more options for the build and other builds who can use this card. The effect works on play, play one 4 cost or less 7 Warlords except Jinbe from your hand.
Insolent Fool is a card that works specifically with Hancock, although, I am not running the main Amazon Lily or Kuja Pirates to make the full use of the main effect. The main effect is by resting 4 DONs, if your Leader is Hancock, play one 6 cost or less Amazon Lily or Kuja Pirates from your hand. The only Kuja Pirates card is Hancock in this build and both Hancock cost 6 to play, but can be reduced by 1 if we use this Event. The counter effect is 1 of your Hancock cards gains 3k power for the battle. Unfortunately, we can only protect Hancock, but Hancock is still good enough since that's the name of our Leader.
7 Warlords Supports
The rest of the supports are very simple. ST17 Buggy is a card that can check the top cards of our deck since OP01 Doffy is out of rotation. The effect works on play, look at the top 3 cards of your deck and place them on top of your deck in any order. This way, we know what cards we could draw when we start returning cards with our effects. Plus, Buggy has 2k counter, so if you can bounce him back to hand, that would be useful.
OP07 Sengoku is the 7 Warlords searcher for this build. The effect works on play, look at top 5 cards of your deck, reveal one 7 Warlords card and add it to your hand. Then, place the rest at the bottom of your deck in any order. Just like Buggy, we could bounce Sengoku back to hand to reuse the search effect again.
OP07 Hancock is another card we could play using Insolent Fool's effect. Although, for OP07 version, it would be best to save this card in hand until there are main cards we can target. The effect works on play, 1 of your opponent's Characters except Luffy cannot attack until the end of your opponent's turn. Then, place one 1 cost or less Character to the bottom of the owner's deck. We want to use this Hancock against high power beat sticks in case we have no cards to stop those cards.
Events
Most of the Events can be searched out with our Sengoku searcher as they are 7 Warlords type with the exception of Rain. Rain made an exception for the rotation which is why I am running this card in this build. The counter effect is you may trash 1 card from your hand, your Leader or 1 of your Characters gains 3k power for this battle. This would help to reduce your hand size if you have some cards you can't discard. The trigger effect is return one 2 cost or less Characters to the owner's hand.
Slave Arrow could bounce cards like OP07 Jinbe, so we could use that card again to play more Characters to the field. The counter effect is you may return 1 of your 2 cost or more Characters to the hand, your Leader or 1 of your Characters gains 4k power for the battle. A small cost to pay if we want the 4k power. Although, we do have a trigger effect which could be useful for this build. The trigger effect is draw 2 cards and place 2 cards from your hand to the bottom of the owner's deck. This would help to filter out the cards we don't need with the cards we do need.
Lastly, I am running Perfume Femur as both of our main Hancock cards are beat stick, so we could force a lot of counters from your opponent's hand. The effect is select 1 of your 7 Warlords Leader or Characters and that card gains 2k power for the turn. Then, if the selected card attacks this turn, your opponent cannot activate Blocker. This is helpful, if your opponent does have Blocker, otherwise we can use this card for the power up. The trigger effect is draw 1 card.
